HIGHWAY LABORER/OPERATOR/PATROLPERSON - SLINGER
The Washington County Highway Department, located in West Bend, is currently recruiting a dedicated full-time Highway Laborer. The position will be located in our Slinger Shop. The Highway Department is responsible for the maintenance of approximately 515 lane miles of State Trunk Highway under the direction of the State and the maintenance and construction of approximately 390 lane miles of County Trunk Highway. Under the general supervision of the Patrol Superintendent, the Highway Laborer performs skilled and semi-skilled work involving maintenance, construction and repair of highways, roads, bridges and roadsides. Duties include patrolling highways and roads, removing debris and obstructions, mowing grass and weeds along roadsides, and operating equipment for snow removal, salting under icy conditions.
Winter hours for the role are Monday through Friday, 7:00 AM to 3:00 PM and Summer hours for the role (mid-April to mid-October) are Monday through Thursday, 6:00 AM to 4:00 PM.

Qualified Candidate must possess:
*High School Diploma or GED equivalency.
*A valid Wisconsin driver's license with a clear driving record for the past three years.
*A valid Wisconsin Commercial Driver's License Class A (manual transmission) with air brake and "N" endorsement or must get within 6 months of hire.
*Two to three years of full time recent paid work experience in the maintenance and repair of roads, including the operation of construction equipment.
*Must have the ability to perform strenuous and heavy manual duties.
*Must pass a pre-employment drug test.

Position Summary:
Under the general supervision of the Patrol Superintendent, performs skilled and semi-skilled work involving maintenance, construction, and repair of highways, roads, bridges and roadsides, and operates necessary highway equipment.
Fundamental Duties/Responsibilities:
The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required and assigned.
*Operate equipment for snow removal and salting under icy conditions including clean-up after storms.
*Concrete and asphalt repairs to roads and bridge decks. Paving and shouldering of roads. Construction of parking lots and roads. Centerline/paint roads.
*Operates a variety of equipment, such as front end loader, salt spreader, dump truck, grader, air hammer, chainsaws, etc.
*Patrols highways and roads, removing debris and obstructions and inspecting for broken or eroded pavement, broken road markers, guardrails and snow fences. May be responsible for a specific section of roadway.
*Mows grass and weeds along roadside, sprays weeds, cuts bushes and trees, and cleans culverts along roadsides and rights of way, including sweeping bridges and intersections.
*Performs roadside maintenance inspection of equipment and vehicles; inspects supplies of gas, oil, and water.
*Erects, repairs, and paints guardrails, guardposts, markers and snow fences on a regular basis.
*Performs general labor work involving repair, maintenance and construction of highways, bridges, etc.
*Flags traffic on road maintenance and construction.
*Operates equipment for snow removal, salting under icy conditions.
*May be responsible for an assigned truck and routine preventive maintenance of the truck and/or other equipment.
*Responsible for daily reports and work distribution on labor materials.
*Maintains accurate and complete records on the operation of machines.
*Performs other duties as assigned, including responding to an emergency event.
Work Direction Received:
Works under the general direction of the Patrol Superintendent.
Decision Making:
Decisions concerning appropriate vehicle and equipment maintenance and repair and daily activities are made independently.
Interaction:
There is interaction with County Highway employees, and other municipalities.
Essential Knowledge and Abilities:
Knowledge of the principles, operation and minor servicing of highway equipment; operate a variety of equipment; ability to make minor repairs and adjustments to equipment while in use; some knowledge of the traffic laws and regulations involved in equipment operation; ability to operate trucks and other related highway construction equipment in a safe and economical way; ability to perform work requiring good physical condition and to perform strenuous or heavy manual duties often under adverse conditions; knowledge of occupational hazards and safe work practices; ability to use power and hand tools; knowledge of welding and/or carpentry techniques; working knowledge of construction materials such as concrete, blacktop, gravel/stone, and sand; maintain accurate records and reports; communicate effectively orally and in writing, and interact effectively with co workers. Able to fulfill physical demands of job, sensory demands (seeing and hearing), and cognitive demands concentration, conceptualization, memorization).
Physical Demands of the Essential Functions:
Over 75% of the time, work is performed outside and hazards include fast moving vehicles and dust. About 50% of the time, work must be done in extreme cold and dramatic shifts in temperature, and noise, vibrations, and mechanical hazards are factors. Working in extreme heat occurs about 25% of the time. Being at heights over 12 feet occurs 10% of the time or less. About 75% of time is spent walking, sitting, bending, reaching, using near and far vision, doing low and medium (up to 40 lbs.) lifting, medium amounts of pushing and pulling, and medium amounts of handling. A lesser amount of time (25%) spent kneeling, crouching, climbing (using legs, feet and arms), doing high (50-80 lbs.) lifting and carrying. In non-routine situations, it is necessary to do medium and very high (over 100 lbs.) carrying, and low, high and very high levels of pushing and pulling (over 100 lbs.).
