Overview

LMI is seeking an experienced Transportation Manager/Import Export Control Officer in the Washington, DC area to design and develop strategic transportation plans, ensuring compliance with import/export regulations, and optimizing transportation processes for DoD property, including defense articles and hazardous materials. The role involves supporting the planning efforts for Global Asset Movement (GAM) and compliance, specifically for the F-35 Material Support, in alignment with Defense Transportation Regulation (DTR 4500.9-R) and International Traffic in Arms Regulations (ITAR). The position requires collaboration with key stakeholders and modern technology utilization to enhance planning accuracy and efficiency. Must be able to perform local work in the Washington, DC region with travel as required.

Responsibilities

    Design and develop comprehensive strategic plans for transportation activities.
  • Ensure compliance with import/export regulations as per the Defense Transportation Regulation (DTR 4500.9-R) and International Traffic in Arms Regulations (ITAR).
  • Map out transportation requirements for DoD property, including defense articles and hazardous materials, adhering to U.S. export laws and international trade regulations.
  • Support the planning efforts of OASD (Sustainment) and other relevant organizations to achieve Global Asset Movement (GAM) and compliance for the F-35 Material Support.
  • Develop and implement strategic transportation policies that align with DoD objectives.
  • Optimize resourcing for all elements of the supply chain.
  • Map out end-to-end transportation processes to ensure compliance with established support strategies.
  • Utilize modern technologies and enterprise resource planning systems to enhance planning accuracy and efficiency.
  • Conduct in-depth analysis of current transportation frameworks.
  • Develop mapping efforts to identify opportunities for streamlining processes.
  • Document technical logistics data relevant to transportation support.
  • Make data accessible to DoD and commercial materiel managers involved in provisioning and follow-on support.
  • Implement a framework for continuous review and improvement of transportation strategies.
  • Collect and analyze key performance indicators (KPIs), measures of performance (MOPs), and measures of effectiveness (MOEs).
  • Coordinate with various stakeholders, including USTRANSCOM and key logistics and transport organizations, ensuring alignment and transparency in the transportation planning process.
  • Ensure efficient and secure management of DoD property, including defense articles and hazardous materials.
  • Focus on mapping and optimizing transportation processes.
  • Collaborate with key stakeholders.
  • Support audit readiness and compliance for the F-35 Joint Program Office.


Qualifications

What we're looking for:

  • Bachelor's degree in Logistics, Supply Chain Management, Business, or a related field.
  • At least 10 years of experience in transportation management or logistics with a focus on strategic planning.
  • Extensive experience with import/export regulations, Defense Transportation Regulation (DTR 4500.9-R), and International Traffic in Arms Regulations (ITAR).
  • Proven track record of supporting planning efforts for DoD or similar large-scale organizations. Demonstrated experience working with entities like Office of the Secretary of Defense, USTRANSCOM, and various Combatant Commands.
  • Experience in managing hazardous materials transportation in compliance with DOT regulations.
  • Proficiency in modern transportation planning technologies and enterprise resource planning (ERP) systems.
  • Strong analytical skills with experience in conducting detailed analyses of transportation frameworks and processes.
  • Deep understanding of U.S. export laws and international trade regulations.
  • Familiarity with Global Asset Movement (GAM) and compliance requirements for defense materials.
  • Demonstrated ability to develop and implement strategic transportation policies and processes.
  • Experience in coordinating with multiple stakeholders and managing large-scale logistics projects.
  • Excellent communication and interpersonal skills.
  • Strong leadership and team collaboration abilities.
  • Active security clearance or the ability to obtain one as required by the position.

Bonus Points For:

  • Advanced degree (Master's or higher) in a relevant discipline is highly desired.
  • Experience in using advanced data analysis tools and techniques for transportation planning.
  • Strong ability to analyze KPIs, MOPs, and MOEs to drive continuous improvement.
  • Certified in transportation and logistics management, such as Certified Professional Logistician (CPL) or Certified Supply Chain Professional (CSCP).
  • Familiarity with transportation management systems (TMS) and logistics software.
  • Proven ability to identify and implement process improvements to enhance transportation efficiency.
  • Expertise in developing policies that align with DoD objectives and regulatory requirements.
  • Track record of successful policy implementation and stakeholder buy-in.
  • Experience working with international trade and transportation regulations.
  • Knowledge of global logistics networks and their operational considerations.
  • Ability to adapt to new technologies and industry trends.
  • Innovative mindset with a focus on continuous improvement and problem-solving.

Targeted Salary Range: $95,000 - $160,000
