The Business Services Program Director (Division Administrator) for the Division of Reproductive Sciences (DRS) and the Division of Reproductive Endocrinology and Infertility (REI) in the Department of Obstetrics and Gynecology at the University of Colorado, School of Medicine is responsible for planning, organizing, and managing the administrative activities of the Division, overseeing expenditures, overseeing fellowship related activities at the division level, and providing administrative guidance and support to the Division Chiefs, Vice Chair of Research, Fellowship Director, Principal Investigators (PI's) and other researchers, and ensuring compliance with all internal and external policies and procedures that govern the Divisions' efforts. The Division Administrator oversees the Divisions' fiscal affairs, human resources, and day-to-day operations in support of the Divisions', Department's and School's mission and goals. Division Administrator maintains a strong partnership with the Department Administrative Research Core to ensure a holistic understanding and support of the Divisions. The Division Administrator is responsible for contractual and strategic relationship management of the department's partnership with Shady Grove Fertility/US Fertility. The Administrator serves as the representative for the School of Medicine (SOM), the University of Colorado Denver (UCD), and the University of Colorado (CU) for relevant fiscal and administrative matters. The Administrator ensures consistency between the policies and procedures of the SOM, UCD, CU Medicine, University of Colorado Hospital, Children's Hospital Colorado, and CU.Supervision Received: The Division Administrator reports directly to the Department's Director of Finance and Administration and the Division Chiefs. Supervision Exercised: The Division Administrator provides direct supervision over the operational enterprises of the Division, with 2 Division Business Services Professionals and 1 Research Services Manager and 12 Research Services Professionals who have a dotted line to various PI's, and student workers. Duties and Responsibilities Financial Management - 35% * Oversees fiscal activities of the Division with an annual clinical income and operating budget, including, but not limited to: * Development and management of budgets for Division-allocated monies, including AEFs, professional development, endowment, department support and ICR funds. * Management of department bridge funds: bridge funding policy and allocated funding * Management of the awarded SOM bridge funds to the department faculty * Management of the department AEF and other research support funds, as assigned by the DFA * Payroll administration for the Divisions * Oversight of Fellowship related expenses * Contract negotiation, management, allocation * Process journal entries and payroll expenses transfers for DRS and REI Clinical Practice - 20% * Monitor physician services billing and collection activity with CU Medicine to ensure the accuracy and efficiency of charge processing, and to track physician productivity. * Prepare, monitor, update, and present faculty and divisional financial and productivity dashboards. * Manage staff who oversee complex scheduling for clinical locations and schedule types, including call, post-call, resident clinic, labor deck, specialty clinics, etc. * Coordinate with Chief and Medical Directors to facilitate safety and quality initiatives as needed. * Oversee the operations, and financial and productivity performance of the CU Medicine Ob-Gyn -clinic(s). Human Resource Management - 20% * Oversees the Division's personnel matters including, but not limited to, the following: * Position creation in the University and CUMedicine human resource systems in partnership with the HR Core. * Maintenance of proper funding distribution. * Development and tracking of staffing models. * Facilitation of employee recruitment. * Performance assessment and salary setting. * Employee development and orientation, and performance management. * Counsel personnel and faculty on matters of benefits, work issues, personal interrelations, grievances, and other matters within the workplace. * Employee recruitment, onboarding, training, retention, and separation processes in the Division. * Liaise with University of Colorado, CUMedicine, and UCHealth Human Resources departments as needed for issues such as FML, performance management, ADA, Worker's Comp, salary planning, etc. Procurement Management -5% * Oversee procurement in two divisions and freestanding site/s. * Establish and communicate consistent policies for procurement practices. * Set up procurement and travel card. * Train new employees on Marketplace and Concur and provide ongoing support. Facilities and Operations Management - 5% * Work with the Division Chief to oversee any Divisional facilities both on and off campus and ensure efficiency of operations. * Coordinate the Division's response to space and inventory surveys as required by the University. * Administer the internal allocation of Divisional space to ensure optimal use. * Oversee Divisional building security and safety procedures. * Oversee the Division's asset management system. * Facilitates construction and/or remodeling activities, as needed. * Oversees the referral process from the UCHealth and CU Medicine clinics to SGF * Monitors the limited clinical volumes at UCH for REI division * Complete oversight of the department's capital asset inventory * Manage relationships/agreements with external partners/ vendors (US Fertility Agreements. Planning, Development and Analysis - 15% * Initiate and participate in planning activities for the Division, including long-range and short-range business and strategic planning. * Prepares annual Division(s) reports. * Provide Division Chiefs and DFA data and financial analysis as needed for operational, management, business development and strategic decisions. * Other duties as assigned. |
