Job Summary

UC Davis Health has many different types of construction projects with a range of occupancies that include Healthcare, Research, Student Life and Administrative uses. The scale and complexity of these projects range widely with construction budgets that range from under $100,000 dollars to over $1 billion dollars. This position is one of the plan review staff positions in the Building Department unit and performs plan reviews to ensure compliance with all applicable local, state, and federal regulations, by appropriate document reviews and field review as required therein for these projects. This position supports the Certified Building Official's responsibility for ensuring that all construction projects comply with Title 24, including the administration of the functional building department, interpretation of code requirements, and direction of the code process as it applies to new and existing construction.

For projects where UC Davis Health is not the authority having jurisdiction, this position, as a member of the Certified Building Official's staff, coordinates with other agencies that have that authority to ensure compliance with those agencies requirements and UC Davis Health standards and policies. This position works closely with the Designated Campus Fire Marshal and the Inspector Supervisor to perform plan review and field review to ensure our buildings comply with code and provide a safe environment for our staff, visitors, and patients. This position is expected to be a technical expert for plan review in the department and to provide building systems expertise for legacy and new buildings on the healthcare campus and throughout the UC Davis Health facilities program.

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position.

  • Building Plans Examiner certification as administered by the International Code Council (ICC)
  • Bachelor's degree in civil engineering, structural engineering, electrical engineering, mechanical engineering, architecture, or a closely related field.
  • Two (2) years of experience as a certified Building Plans Examiner and three (3) years of experience as an architect, engineer, or contractor; or, 2. Five (5) years of experience conducting building inspections and plan review.
  • Knowledge of principles, methods, and practices of engineering and/or architecture.
  • Knowledge of basic legal requirements governing engineering and/or architecture.
  • Knowledge of building, electrical, plumbing, mechanical, energy, fire, accessibility codes and regulations.
  • Ability to read, interpret, and analyze construction plans, blueprints, manuals, specifications, calculations and other engineering documents to detect code deficiencies.
  • Ability to interpret, apply, and explain applicable laws, codes, and regulations related to design and construction.
  • Ability to stay current in best practices related to code compliance and health facility construction.
  • Ability to manage workload, prioritize between projects, adapting to shifting priorities, and respond to emergencies.
  • Effective written and verbal communication skills to engage with a broad range of individuals from construction workers to the highest levels of University's management personnel in a clear and concise manner.
  • Ability to work collaboratively with internal and external agencies with related code and policy enforcement responsibilities like UC Davis Fire, Environmental Health & Safety, HCAi, local municipalities and other state and local agencies.

Preferred Qualifications

  • License to practice architecture in the State of California
  • License to practice (civil, structural, mechanical, electrical) engineering in the State of California
  • California Certified Access Specialist (CASp)
  • OSHPD Inspector Certifications A, B, C and/or equivalent ICC Construction Inspections certification
  • Experience at a University of California performing plan review, inspections, building design, or construction project management.
  • Experience at HCAi/OSHPD conducting plan review or inspections.
  • Experience at DSA conducting plan review or inspections.
  • Experience with OSHPD-3 clinic design, plan review or inspections.
  • Knowledge of local state and federal regulations including California Building Codes, Accessibility Codes, Cal OSHA, Fire Codes, Municipal Ordinances, UC Davis Health policies, procedures and standards.
  • Knowledge of regulations and building code requirements for OSHPD-3 clinics.
  • Knowledge of The Joint Commission accreditation requirements.
  • Knowledge of infection control risk assessment practices and procedures.

Department Overview

The Facilities Design & Construction mission is the implementation of UC Davis Health's Capital Improvement Program in keeping with the Long-Range Development Plan (LRDP). This includes the authority and responsibility to manage acute care capital improvement planning, design, and construction projects. Under the general direction of the Certified Building Official and high-level coordination with the Director of Compliance, this position is responsible for plan review and building systems expertise including field investigation for the UC Davis Health facilities program
