  • Salary Range - $130,000 to $160,000

We are seeking a Senior Energy Analyst to provide expert analytical and project management support for Energy Savings Performance Contracts (ESPC) across all phases of development, execution, and sustainment. The position requires deep collaboration with federal personnel, NAVFAC Subject Matter Experts (SMEs), and Energy Service Companies (ESCOs) to ensure the successful technical and financial execution of ESPC task orders. Responsibilities include analysis of project alternatives, support during the solicitation and construction phases, and review of contractor submissions and verification reports.


Key Responsibilities:

  • Provide expert analytical support during ESPC project development, execution, and sustainment, including business case evaluation, assessment of project alternatives, and review of regulatory, policy, utility, and market changes.
  • Support conception, solicitation, negotiation, construction, commissioning, and performance of ESPC task orders.
  • Provide project management support at all echelons under the technical direction of EXWC SMEs.
  • Assist government employees with technical analysis of ESPC projects and award acceptance support, including evaluating task order schedules prior to award.
  • Provide construction acceptance support, including management of the review process and assistance in Post Installation Review (PIR) evaluation.
  • Support project tracking and facilitate coordination of NAVFAC annual verification reports.
  • Assist in the technical review of contractor-supplied Measurement and Verification reports and support Contracting Officer Representatives.
  • Review meeting minutes from ESCOs and support industry engagement, including industry days and ESCO events.
  • Manage, analyze, and synthesize information in support of key decision briefs and procurement actions.
  • Assist NAVFAC leadership with resolution of project execution issues and coordination of meetings and communications.
  • Provide engineering and technical support for problem definition, analysis, requirements development, and implementation.
  • Support project design reviews and verification of as-built conditions as part of a cross-disciplinary team.
  • Review valuations of proposed engineering projects, conceptual design, feasibility analysis, engineering drawings, and cost estimates.
  • Review design milestones including 30%, 60%, 90%, and as-built designs, contractor proposed courses of action, and power system analysis.
  • Perform energy profile analysis to determine impact and value to the Department of the Navy.
  • Review utility interconnection studies and applications and support construction management and commissioning.
  • Develop supporting documentation and conduct analysis of cost increases to contract financial structure and task order schedules.


Qualifications:

  • Bachelor's degree
  • Demonstrated experience providing analytical support for ESPC project development, execution, and sustainment, including assessment of project alternatives and business case evaluation.
  • Proven ability to support the full lifecycle of ESPC task orders, including solicitation, negotiation, construction, commissioning, and performance.
  • Experience assisting with technical analysis and modeling in engineering, financial, business, and schedule areas.
  • Skilled in reviewing task order schedules, contractor-supplied documents, and technical engineering materials including drawings and design packages.
  • Familiarity with construction acceptance processes, Post Installation Reviews, and performance tracking of ESPC projects.
  • Experience supporting Contracting Officer Representatives with Measurement and Verification report reviews and NAVFAC annual verification reporting.
  • Ability to manage and synthesize complex technical information to support high-level decision briefs and procurement actions.
  • Proven track record of successful collaboration with government personnel, SMEs, and ESCOs in a cross-disciplinary environment.
  • Must have an Active Secret Clearance
