Job Summary

The HR Program Manager for the Strategic Staffing Department provides strategic and operational HR support to campus HR teams and collaborates closely with executive leadership across the district. This role is responsible for overseeing a team of HR professionals and ensuring consistent, compliant, and effective staffing practices across all colleges. The HR Program Manager leads districtwide staffing initiatives, supports talent acquisition and workforce planning efforts, and contributes to the development and implementation of policies and procedures. The position plays a key role in driving continuous improvement, fostering collaboration among stakeholders, and ensuring alignment with the district's mission, values, and goals.

Additional Information

This is a short term assignment with a projected end date of June 30, 2026 with renewal based on available funds and the needs of MCCCD.

Essential Functions

30% Leadership & Supervision
  • Supervise and Lead HR Staffing Team
  • Oversees daily operations of the staffing team, assigns responsibilities, sets performance expectations, and provides coaching and development.
  • Lead Change Management Efforts
  • Guides the team and stakeholders through changes in processes, systems, or policies to ensure smooth transitions and adoption.
  • Maintain Confidentiality and Ethical Standards
  • Ensures compliance with ethical standards and protects sensitive personnel information.

30% Program Management

  • Develop and Oversee Talent Acquisition Programs
  • Designs, implements, and evaluates districtwide talent acquisition programs to enhance effectiveness, equity, and alignment with organizational needs.
  • Manage Program Timelines and Deliverables
  • Establishes project timelines, milestones, and accountability measures to ensure on-time delivery of key staffing initiatives.
  • Monitor Program Outcomes and Impact
  • Collects feedback and performance data to assess program success and identify areas for continuous improvement.
  • Engage Stakeholders and Coordinate Resources
  • Collaborates with internal stakeholders to ensure programs are appropriately resourced, supported, and integrated with broader HR strategies.

20% Campus & Executive Support

  • Support Campus HR Offices
  • Acts as a key resource for campus HR teams, offering expertise and guidance on staffing-related issues and ensuring consistency across the district.
  • Collaborate with Executive and Senior Leadership
  • Partners with district and campus leadership to align staffing strategies with organizational goals and strategic initiatives.
  • Facilitate Training and Communication
  • Develops and delivers resources, guidance, and training to campus HR teams and leadership regarding staffing processes and policy updates.

15% Data & Process Management

  • Provide Data, Reports, and Analysis
  • Collects, analyzes, and presents staffing metrics to inform HR strategy and operational decisions.
  • Evaluate Systems and Recommend Enhancements
  • Assesses the effectiveness of current systems and makes recommendations for tools and improvements that support data-driven staffing operations.

5% Perform other duties as assigned.

Minimum Qualifications

Bachelor's degree from a regionally accredited institution and five (5) years of work experience performing talent acquisition, staffing, or recruitment responsibilities, which includes at least two (2) years of experience in a lead or supervisory role.

An equivalent combination of the education and/or experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications
  1. Demonstrated leadership experience, including oversight of cross-functional recruitment teams or strategic talent initiatives, with progressive responsibility in people or project management roles.
  2. Extensive experience in full-cycle recruiting, including sourcing, screening, and selection, preferably across diverse industries or departments.
  3. Proven ability to work closely with executive leadership, evidenced by experience supporting C-suite or senior-level stakeholders in strategic hiring initiatives.
  4. Track record of successfully leading large-scale or high-impact projects within the talent acquisition or HR space, including implementation of new systems, process improvements, or organizational changes.
  5. Experience developing and delivering training programs or onboarding processes for recruiters, hiring managers, or broader HR teams.
  6. Proficient in using enterprise HRIS platforms (e.g., PeopleSoft, Workday) for data reporting, trend analysis, and process administration.
