PROJECT MANAGER

Design and Construction

CHICAGO DEPARTMENT OF AVIATION (CDA)

# of positions: 1

(Additional vacancies possible pending budget approval)

Starting Salary: $89,112; Grade: BX-18

The candidate(s) selected for hire must pass an airport background check and a Security Threat Assessment (STA).

Under the direction of the supervisor, assist in the areas of finance, procurement and contract management functions for the Chicago Department of Aviation Design & Construction Division; and assists in the short and long-term planning projects addressing airport development, planning, design and construction at O'Hare international and Midway International Airports, and performs related duties as required.

The position involves comprehensive project controls management applied to the O'Hare 21 and capital improvement program for the Chicago Department of Aviation. The position oversees activities of projects from inception to completion for the purpose of controlling time, cost, scope and quality and oversees administrative personnel. The position involves the application and integration of comprehensive project controls to the design and construction process beginning in the project planning stages and continuing through project completion. The position leverages construction industry and aviation industry best practices.

ESSENTIAL DUTIES



  • Monitors activities of ongoing development projects by reviewing financial documents and approving payments for eligible costs
  • Monitor project expenditures and allocate appropriate funding sources
  • Manage the preparation and processing of vendor payments
  • Troubleshoots invoice problems conferring with vendors, consultants, and department managers to resolve payment issues
  • Monitors services provided by contractors and consultants ensuring contract provisions meet program specifications
  • Reviews and approves CDA requests for contract modifications and amendments
  • Coordinates the preparation and processing of contractual documents with stakeholders
  • Liaise with procurement stakeholders on contract and contract modification matters
  • Works with departmental staff in coordinating the preparation of required documents including identification of funding, scope of services, specifications, compensation structure and other required supplemental documents for submission, review and processing
  • Assist in preparing the department's annual operating budgets
  • Establishes work standards
  • Prepare reports on specific project budgets
  • Coordinates the preparation and submission of departmental contract documents including the preparation of detailed specifications by users, contract documents and other information and support documents required by the Department of Procurement Services
  • Serve as a liaison between other city departments
  • Prepare various contract and summary reports
  • Informs and instructs relevant parties (e.g., project managers, contractors, subcontractors,) on current contract availability and contracting process requirements
  • Attend pre-bid meetings, walk-through and site visits, as needed

O'Hare International Airport Chicago

Days: Monday thru Friday (may vary based on projects)

Hours: 8:00 AM - 4:00 PM (may vary based on projects)

NOTE: Must be flexible to early and/or late meetings.

THIS POSITION IS EXEMPT FROM CAREER SERVICE.

Qualifications

MINIMUM QUALFICATIONS

* Graduation from an accredited college or university with a Bachelor's PLUS five (5) years of work experience in finance,

development, negotiation, and office administration, OR

* Graduation from an accredited college or university with a Master's degree or higher PLUS four (4) years of work

experience in finance, development, negotiation, and office administration, OR

* Graduation from an accredited college with an Associate's degree PLUS seven (7) years of work experience in finance,

development, negotiation, and office administration, OR

* Nine (9) years of work experience in finance, development, negotiation, and office administration

Licensure, Certification, or Other Qualifications

* Project Management Professional (PMP) or other project management certifications preferred

Critical Thinking, Complex problem solving, Leadership
