Description

A highly experienced Program Analyst Level IV with expertise in chemical and biological detection programs is sought to serve as a Navy Subject Matter Expert for JPM CBRN Sensors. This role involves comprehensive acquisition planning and life cycle management, including the development and tracking of cost, schedule, risk, and technical parameters. The analyst will provide strategic advice and recommendations to Government leadership on program start-up, management, and execution, ensuring integration of all support elements to maximize system deplorability and supportability. Key responsibilities include preparing and maintaining technical manuals and training packages, conducting thorough program analysis, and fostering strong relationships with stakeholders to ensure effective communication and program success. The position requires frequent collaboration with various agencies and a strong ability to provide clear, concise reports and briefings to inform senior leadership decisions.



  • The contractor shall analyze the acquisition planning and life cycle management of multiple chemical and biological detection programs.
  • The contractor shall serve as one of the Navy subject matter experts on JPM CBRN Sensors programs.
  • The contractor shall conduct program analysis of Navy supported programs, including the development and tracking of cost, schedule, risk, and technical parameters, metrics and measures.
  • The contractor shall determine level of maintenance, review system parts lists, and make recommendations on the table of allowances.
  • The contractor shall monitor supportability requirements in relation to the established requirements for cost, schedule, and performance.
  • The contractor shall ensure integration of all support elements to maximize system deplorability, supportability, and mobility.
  • The contractor shall prepare, review, and maintain Technical Manuals (TMs), training packages, and other logistics-related deliverables.
  • The contractor shall review and check technical documents for revisions and changes.
  • The contractor shall provide CB detection system training to the Navy vessels as required by each platform/ship.
  • The contractor shall present a portfolio-wide perspective to provide advice and recommendations to Government leadership on all aspects of program start-up, management, strategy, and execution in order to ensure performance requirements are met.
  • The contractor shall provide technical and analytical support, coordinating and integrating concepts, assessments, requirements, and capabilities.
  • The contractor shall provide evaluation, analysis, and assessment of technical management processes.
  • The contractor shall plan, organize, and develop program management techniques and internal controls to manage acquisition programs and support functions.
  • The contractor shall independently evaluate portfolio/program goals and objectives, adjusting or redefining broad objectives periodically and meeting regularly with member of both Government and Industry to discuss problems with programs.
  • The contractor shall maintain awareness of program status, execution, and milestones, as well as their corresponding strategic impacts, in order to communicate effectively and accurately.
  • The contractor shall review and assess technical, cost, and schedule data, identifying any shortfalls and developing potential corrective actions.
  • The contractor shall review and evaluate requirements and preemptively highlight materiel acquisition issues.
  • The contractor shall coordinate the preparation of logistics, supportability, personnel and training portions of system acquisition plans, new material release documents, material fielding plans, operating manuals and systems transition plans.
  • The contractor shall fully vet issues and rapidly respond with comprehensive, accurate, and complete information to senior leadership to inform timely actions and decisions and limit impacts on cost, schedule, and performance.
  • The contractor shall communicate programmatic issues, concerns, and information to leadership.
  • The contractor shall establish and maintain close working relationships, open lines of communication, and an understanding of key issues and areas of interest.
  • The contractor shall gain concurrence, approval, and consensus from stakeholders regarding various project aspects and adjust the project strategy accordingly.
  • The contractor shall facilitate efficient communication and program support between the program office and external agencies.
  • The contractor shall gather and assess relevant program data to prepare and update reports, briefings, and databases required to report program status. In addition, the contractor shall coordinate the review and submission requirements for such reports, briefings, and databases.
  • The contractor shall develop the initial documentation for program milestones, facilitate review of the draft documentation through the program office, and provide expert analysis of comments in the adjudication process.
  • The contractor shall develop, review, and provide input to acquisition documentation in support of program milestone decisions and IPRs to ensure completeness and consistency and to recommend changes.
  • The contractor shall evaluate, analyze, and assess acquisition strategies to execute the materiel approach, consulting afterwards with the Government lead to review the strategies and ensure consistency with DoD 5000 and organizational policies.
  • The contractor shall assist in preparation for meetings and program reviews, reserving facilities, scheduling speakers, and sending notifications to potential attendees.
  • The contractor shall attend and provide support at meetings, events, and reviews for relevant stakeholders in person and/or via teleconference, video teleconference, and/or web-conference. In addition, the contractor shall prepare meeting minutes, white papers, and briefings as needed to provide leadership with a recap.
  • The contractor shall participate in PMRs, milestone decision reviews, IPTs, and other recurring (i.e., daily, weekly, monthly) meetings, and provide follow-up information to leadership in the form of meeting minutes, executive summaries, position papers, white papers, and/or briefings.
  • The contractor shall provide evaluation, analysis, and assessment of both internal and external reports, pre-briefs, and briefs, including those of other agencies, and provide expert analyses of the documents, including relevance and impact.
  • The contractor shall present clear and concise reports and briefings to communicate input, findings, and recommendations.
  • The contractor shall obtain and maintain all information regarding the projects and events he/she is responsible for managing and provide updates on issues, upcoming meetings, briefings, and taskers related to assigned projects, both orally and in written form.
  • The contractor shall serve as an SME, leading the development of important planning, budgeting, briefings, and acquisition program documents (e.g., Acquisition Program Baselines (APBs), Life Cycle Management Plans (LCMPs), Acquisition Strategies, LCCEs, etc.).
  • The contractor shall coordinate with multiple agencies, stakeholders, and contractors regarding funding, awards, and requirements.

Qualifications

  • Minimum of five (5) years of experience in acquisition life cycle activities/management and a four-year degree in business, science, technical or related discipline.
  • Ability to use Microsoft Suite of software applications (e.g. Outlook, Power Point, Word, Excel) to create and maintain documents and communications.
  • Ability to travel both Continental United States (CONUS) and Outside the Continental United States (OCONUS).
  • Secret Clearance Required.
