Provides program management, leadership, and work groups integration supporting customer requirements. Interfaces with the customer on requirements, CDRLS, and other matters as needed. Advises the Vice President on numerous matters, including contractual, performance and financial issues. Serves as the program lead responsible for senior level analysis, programmatic leadership and direction, strategic and tactical planning, and oversight in the management and administration of the assigned program. This position will manage assigned personnel to provide Department of Energy (DOE) customers with administrative support services for operations.
- Provide leadership and guidance to assigned team members. Determine and initiate personnel improvement or corrective measures, as necessary.
- Analyze the work environment, personalities, and organizational dynamics and use that information to develop work strategies, and organizational approaches that enhance the work environment, minimize the impacts of organizational and personal conflict, and promote a positive, productive work environment.
- Evaluate work groups' performance and recommend process improvements.
- Ensure work requested under these requirements is performed properly to the complete satisfaction of the customer.
- Monitor and report on contract budget allocations and expenditures.
- Monitor and direct performance of all support services to ensure cost, schedule and programmatic objectives are met within budget and schedule constraints.
- Read and interpret documents such as IDIQ contract, Task Order Modifications, SCA Wage Determinations, Code of Federal regulations, worker labor documents,
- Develop procedures, memorandums, safety plans, training materials, reports, and correspondence, as required.
- Assist in creation and execution of adequate, accurate program/project reporting.
- Recommend policies, procedures and goals for the successful program execution.
- Represent the company at program reviews and customer meetings.
- Prepare and present reports and briefings, as necessary.
- Monitor and advise the VP of Operations on program status.
- Other duties as assigned by management.
Education |
- Bachelor's degree in Business Administration or technical discipline position is required. Related work experience may be substituted for education requirements.
- Each two (2) years of related experience is equivalent to 1 year of college.

Experience |
- Ten (10) years' equivalent experience in a nuclear technical/operational related field is preferred.
- Ten (10) years' combined experience as a Manager and Supervisor with staff of more than 20 personnel is required.
- Requires extensive knowledge of and experience with DOE policies, programs, and field level operations.

- Current driver's license
- Proof of U.S. Citizenship.
- Ability to obtain DOE security clearance enabling access to various government facilities and data compartments.

- Must be able to interact effectively in meetings with multiple stakeholders with varied viewpoints, including supporting/fostering an atmosphere that encourages expressions of viewpoints and ideas while balancing the hierarchy of priorities and the limitations of schedule and budget.
- Demonstrate fluency with computers, software, and general office equipment.
- Must have excellent listening and one-on-one communication skills.
- Must possess and demonstrate the highest commitment to worker safety, human performance, and quality standards of excellence.
- Must have experience in effectively responding to urgent staff concerns, client just-in-time demands, and personnel conflict is required.
- Must have experience in contract invoicing, labor burn rates, cost estimating, project controls and development of purchase requisitions is strongly desired.
- Ability to comprehend and comply with various types of DOE orders and directives, inter-agency agreements, and various Federal laws and regulations; and possess the ability to obtain and retain the appropriate DOE clearance level.
- Monitor and advise the DOE:EM Site Manager and NNSA-SFRO Manager on program status.
- Must manage employee relations, with ability to build rapport, mediate disputes, and maintain confidentiality.
- Must be able to foster a positive work environment.
- Must be able to make sound judgments, manage priorities, and effectively communicate with various stakeholders.
- Must have extensive experience in successfully managing a diverse staff.
- Knowledge of HR laws and regulations, recruitment and selection processes, performance management, and employee development is essential.
- Must have experience in hiring personnel from recruitment to onboarding.
- Must have experience in Implementing performance management systems, providing feedback, and facilitating employee development.
- Must have experience in addressing employee concerns, resolving conflicts, and fostering a positive work environment.
