Job Summary

Designs, implements and manages benefit plans and programs. Resarches and analyzes benefit and well-being programs, ensuring competitive offerings that attract and retain talent. Participates in vendor evaluation and selection. Performs audits on benefits administration, billing, and financial costing data to ensure data and system continuity. Ensures company compliance with federal and state laws, and implements required communications.


Essential Duties

  • Designs and administers various benefits programs such as group insurance, life insurance and medical and dental programs. Manages related program communications. Coordinates and participates in the benefit appeals process.
  • Analyzes benefit plan performance and prepares regular reports on utilization, cost-effectiveness and Partner engagement.
  • Resolves complex and escalated benefit issues by working directly with Partners and their healthcare providers. Serves as the primary liason with benefits vendors and third-party administrators.
  • Participates in vendor evaluation and selection, and assists in managing vendor relationships.
  • Assists with annual review process for all group insurance plans, including plan design, plan changes, and vendor management. Recommends benefit plan and process changes, ensuring compliance with state and federal laws and regulations. Maintains plan documents and procedures consistent with agency and departmental goals and objectives.
  • Manages benefit reporting such as discrepancy reports, audits, LOA, plan audits, and HRIS system-related reports. Stays current with updated compliance laws and other regulatory activity. Handles confidential information including but not limited to Protected Health Information (PHI) and all applicable compliance issues in relation to relevant HIPAA regulations.
  • Participates in planning, preparation and execution of the annual open enrollment process.
  • Leads the leave of absence program (FMLA and LOA) and oversees all related communications and reporting.
  • Performs monthly reconciliation with insurance vendors and third-party administrators. Ensures timely coordination of transmittals, processing of invoice payments, reconciliations of all health and wellness benefits plan payments related to self-billing, ASO fees, claims, employee deductions and Benefits Consultants fees.
  • Provides input regarding the development of the budget pertaining to benefits, and assists in the monitoring, verifying and reconciling of budgeted funds.
  • Serves as a health and well-being subject matter expert and provides guidance and coaching to People Team Partners as needed.
  • Completes benefit industry surveys.

Minimum Requirements

  • Must be able to work a minimum of 3 days a week in the office
  • 7+ years of benefits experience required
  • Must be bi-lingual (English/Spanish)
  • Knowledge of all pertinent federal and state regulations and compliance requirements.
  • Proficient in Microsoft Office Suite (word, excel, PowerPoint, etc.) and experience with HRIS systems.
  • Bachelor's degree in Human Resources, Business Administration or related field is preferred.
  • Certified Employee Benefits Specialist (CEBS) or Certified Benefits Professional (CBP) is preferred.
  • Strong analytical and research skills with a demonstrated ability to manage projects from inception through completion.
  • Strong customer service skills and ability to create trust and maintain confidentiality.
  • Excellent interpersonal, oral and written communication skills.
  • Ability to exercise judgment on complex decisions within standard policies.
