Atlas Tech, a veteran-owned IT company serving the Department of Defense (DoD) and Department of Homeland Security (DHS), provides cybersecurity, cloud, engineering, IT modernization, systems integration, program management, and lifecycle support to our clients. We are looking for an experienced Senior Capture Manager to join our Strategy & Growth team. This key role involves both leading and supporting efforts to identify, capture, and win high-value federal government contracts with a focus on DHS opportunities, specifically within the Customs & Border Patrol (CBP), Immigration and Customs Enforcement (ICE), and United States Citizenship & Immigration Services (USCIS) markets.

This is a remote opportunity for candidates living in the DC, Maryland and Virginia. Occasional travel, up to 10%, is required to our Alexandria, VA office.

Pay band: $150,000 to $220,000, plus commission.

You Will:

Capture Management:



  • Lead and manage cross-functional teams to identify and pursue high-value government contract opportunities, primarily within DHS.
  • Act as the primary point of contact for internal and external stakeholders, ensuring effective communication and alignment throughout the capture process.
  • Develop and implement comprehensive capture strategies inclusive of pre-RFP shaping activities such as stakeholder mapping, market research, and early engagement with government decision-makers.
  • Develop detailed and actionable capture plans that drive the opportunity pursuit while aligning with corporate growth targets.
  • Leverage in-depth knowledge and capabilities to track and monitor competitor developments and their impact on market share.
  • Prepare and execute call plans incorporating customer, competitor, and teammate engagements.


Stakeholder Engagement and Competitive Intelligence:



  • Maintain and expand productive relationships with government decision-makers, project and program managers, and contracting officers.
  • Provide competitive assessments and develop win themes and strategic partnerships to enhance capture efforts.
  • Lead planning sessions and meetings to gain market insights, shape acquisitions, and inform bid/no bid decisions.
  • Prepare and present live capture status briefings, proposal reviews, and after-action reviews to senior leadership.


Program and Resource Management:



  • Manage capture budgets, resource allocation, and program finances to ensure efficient use of resources and alignment with business goals.
  • Mentor and train team members on best practices in capture management and business development methodologies.
  • Ensure the CRM system is maintained with up-to-date opportunity tracking and forecasting tools.


Additional Responsibilities



  • Support other business development activities as assigned, leveraging strategic insights and competitive intelligence to contribute to the company's overall growth strategy.
  • Ensure effective collaboration across operational teams, solutions/technical teams, and bid and proposal organizations to build and manage a healthy pipeline of new business opportunities.
  • Oversee negotiation and approval of non-disclosure and teaming agreements.
  • Provide strategic inputs and support for responses to RFIs, RFPs/RFQs, and other solicitation processes.


You Have:

Education and Experience



  • U.S Citizenship is a requirement
  • Bachelor's degree in a relevant field such as business/marketing, engineering, or computer science, coupled with completed professional training in Government Contracting Business Development Management, would be advantageous
  • A track record in excess of 10 years of demonstrated success in executing significant business development activities, including building industry teams, customer call plans to shape acquisitions and pipeline management to win business with new and existing customers
  • Proven ability to lead and manage complex capture efforts, overseeing multiple pursuits valued between 10M and 100+M.
  • Strong knowledge of federal acquisition lifecycles and FAR regulations
  • Demonstrated experience in utilizing a CRM platform to monitor and maintain business development opportunities
  • Proficiency using online collaborative and production platforms/products such as Microsoft Office/Office 365 products (Teams, SharePoint, Word, Excel, PowerPoint) and Adobe Acrobat Professional
  • Exemplary attention to detail, ensuring precision and accuracy in all aspects of work
  • Proven capability to cultivate and qualify an opportunity pipeline of pursuits that support future growth
  • Exceptional proficiency in actively listening, comprehending, and quantifying the specific requirements of Department of Homeland Security customer requirements
  • Outstanding communication skills across written, verbal, and presentation platforms
  • In-depth knowledge and practical experience with the APMP and/or Shipley capture and proposal management methodologies
  • Familiarity with federal government and IT terminology


Preferred Qualifications



  • In-depth knowledge of DHS and federal IT systems and contracting processes, particularly for large-scale programs.
  • Ability to travel up to 10% for kickoffs, oral presentations, and team meetings.
