Program Overview

Indonesia envisions that in 2045 the country will be able to transform its economy from a natural resource-dependent economy to a modern, competitive manufacturing- and service-based economy with high value-added to secure prosperity and social justice for all Indonesians. This transformation will capitalize on the country's maritime strengths by incorporating better ocean resource management to leverage the blue economy development for increasing environmental. sustainability as well as building competitive, innovative, and sustainable maritime sectors.

While oceans and the marine environment are vital for Indonesia's nature and prosperity, their true contribution is often overlooked in the climate change narrative. WRI Indonesia Ocean program has identified, at the very least, two devastating consequences if the status quo remains. First, the ongoing degradation of marine and coastal ecosystems will lead to a further decline in ecosystem function and loss of biodiversity. Second, Indigenous People and Local Communities living in coastal areas will face an escalating degree of poverty, increasing their vulnerability and limiting their capacity to adapt and mitigate climate change effects.

WRI Indonesia Ocean program has developed a strategy focusing not only improving access to sustainable livelihood for indigenous people and local communities, but also supporting the climate ambition both mitigation and adaptation of Indonesia particularly from ocean where sustainable aquaculture is one of the most encourage sectors to achieve such ambition.

Job Highlight

Climate Smart Aquaculture Engagement Specialist will collaborate with project consortium partners, including Konservasi Indonesia and Universitas Padjadjaran. The Specialist will play a key role in supporting the implementation of the pilot project in Desa Wringin Putih, surrounding communities, and the broader Banyuwangi Regency.

Key responsibilities include:

  1. Ensuring effective communication and coordination with local stakeholders and target beneficiaries to support smooth project implementation by consortium partners.
  2. Supporting the integration and monitoring of Gender Equality and Social Inclusion (GESI) safeguards throughout the project implementation process.
  3. Supporting the data monitoring process during the pilot implementation of Climate Smart Shrimp Aquacultures.
  4. Facilitating communication and coordination between WRI and local stakeholders, including the Banyuwangi Regency Government, especially in relation to climate-smart aquaculture and project objectives.
  5. Actively participating in relevant activities organized by local governments or shrimp aquaculture actors to stay informed about recent developments, policies, and trends in Banyuwangi.
  6. Regular update weekly with project team/project lead based in Jakarta

Reporting directly to Blue Carbon Governance Specialist, this position will be based in Banyuwangi with office-flex working arrangement and travel requirement as needed. In support of WRI's DEI commitment, you are responsible for actively participating in these collaborative efforts by integrating equity into your work, our workplace, and the organizational culture.

What You Will Do

Engagement (50%)

  • Conduct a needs assessment to identify capacity building requirements among stakeholders at national and sub-national levels.
  • Engage with government institutions and third parties to fulfill project needs, including data sharing, technical discussions, dissemination activities, and fundraising for collaborative research.
  • Monitor and maintain relationships with key stakeholders, especially at sub-national and local levels.
  • Coordinate with the communications team to contribute to writing communication materials, ensuring media coverage, and participating in media interviews to promote research outcomes.

Research (25%)

  • Support stakeholder mapping and analysis in coordination with the Aquadapt consortium and partners.
  • Support WRI's diverse research initiatives, with a particular focus on Aquadapt research, by actively participating in field data collection, data analysis, and report writing.
  • Support the pilot monitoring process, including collecting and storing data, preparing communities, and conducting assessments.
  • Represent WRI in assisting other consortium members during their field data collection activities.

Supporting GEDSI (25%)

  • Support capacity-building initiatives related to Gender Equality, Disability, and Social Inclusion (GEDSI) with stakeholders at national and sub-national levels.
  • Work with the communications and GEDSI team to develop and disseminate GEDSI-related communication products and facilitate media engagement.
  • Facilitate engagement with government and third-party stakeholders to integrate GEDSI perspectives into project activities, including data sharing, technical consultations, dissemination, and fundraising for inclusive research efforts.

What You Will Need

Education: Bachelor degree in environmental science, marine or fisheries science, aquaculture, natural resources management, or other relevant field

Experience: Minimum 4 (four) years of relevant experience in stakeholder engagement at national, sub-national, or community level. Experience in the topic of aquaculture or coastal/marine development program is preferred.

Skill & Experiences:

  • Experience working with government, NGO, research institution, or multi-stakeholders project, especially in Banyuwangi.
  • Ability to apply research techniques to identify key decision maker, thought leaders and influencer, including to maintain strong and current database of key decision maker with information on their interest and preferences.
  • Demonstrate experience supporting or implementing GEDSI integration in project.
  • Proficiency in using Microsoft product(s): word, excel, power point, notes, and similar app of other products and/or brands.
  • Familiarity with or interest in fisheries particularly shrimp aquaculture issue
  • Proficiency of English and Bahasa Indonesia, on both verbal and written
  • Must be self-motivated, detail-oriented and organized thinker with an ability to juggle multiple priorities.
  • Ability and willingness to travel and stationed in village areas for field activities
  • Legally able to work in Indonesia

Preferred Qualifications:

Minimum 5 years of experience on field research and engagement on fisheries or social science in coastal fisheries and/or aquaculture communities

Deliverables

  1. Weekly updates summarizing stakeholder engagement activities, key developments from the field, and progress on coordination efforts with government institutions and third parties.
  2. Comprehensive mapping and analysis of capacity building needs among stakeholders at the national and sub-national levels, including recommended strategies for addressing identified gaps.
  3. Structured and regularly updated record of stakeholder interactions, including contact details, engagement outcomes, and follow-up actions to support long-term relationship management.
  4. Development and maintaining a system for tracking pilot project data, including field data collection, community assessments, and storage of monitoring results to ensure data quality and accessibility, led by the MEL team.
  5. Contribute to the preparation of research briefs, communication materials, and media content that highlight project outcomes and GEDSI-related activities, in collaboration with the communications team.

Duration

1 August 2025 - 31 December 2025

Terms of Payment

Daily rate-based consultant with a maximum of 100 (one hundred) working days for the whole contract period or 20 (twenty) working days per month.
