A leader in cutting-edge research and technology in the cyber arena, CPMG focuses on using business drivers to guide cybersecurity activities and manage risk. CPMG offers flexible, integrative solutions for Department of Defense (DoD) contractors, among others, and specializes in cybersecurity, information and operational technology, electronic security surveillance, and support services. Summary: We are seeking a highly qualified Program Manager (PM) to lead a team of 2-4 technical professionals in the daily operations, maintenance, and cybersecurity support of the Energy Management Control System (EMCS) and Industrial Control Systems (ICS) at Joint Base Andrews (JBA), MD. The PM will ensure all personnel, tools, equipment, and processes are in place to meet mission-critical requirements in compliance with Air Force (AF), DoD, and Federal standards.
Responsibilities
Essential Job Functions:
- Lead and manage a multidisciplinary team performing:
- HVAC system operations and adjustments
- Preventive and corrective maintenance
- Alarm remediation and system diagnostics
- Technical support, system design, and hardware/software upgrades
- Ensure compliance with:
- Unified Facilities Criteria (UFC) for Cybersecurity of Facility-Related Control Systems
- Department of the Air Force cybersecurity and operational standards
- Oversee daily monitoring, commissioning, and systematic analysis of EMCS/ICS systems
- Maintain and submit logs, reports, and scan results to the ISSM upon request
- Serve as the primary Point of Contact (POC) for emergency and after-hours support
- Interface with key stakeholders including:
- 316 CES Cybersecurity Team (ISSO, ISSM, ISO)
- AFCEC and 744th Communications Squadron
- Ensure all contractor personnel are fully trained, certified, and licensed per local, state, and federal requirements
- Support the Base Energy Manager in optimizing energy efficiency and cost savings
- Enforce cybersecurity protocols and implement AFCEC network security requirements
Qualifications
Necessary Skills and Knowledge:
- Strong knowledge of:
- EMCS/ICS systems and components (e.g., digital meters, lighting controls, boilers, chillers)
- Cybersecurity practices for control systems
- HVAC systems and energy management strategies
- Excellent leadership, communication, and customer service skills
Minimum Qualifications:
- Minimum 8-10 years of progressive experience in program or project management, preferably within DoD or federal environments
- Prior DoD Program Management experience
- Experience with system commissioning, diagnostics, and remediation
- U.S. Citizenship and eligibility for a Common Access Card (CAC)
Preferred Qualifications:
- Security+ certification (minimum); CISSP or GICSP preferred
- PMP certification preferred
- Prior military or Air Force base operations experience
- Familiarity with:
- Direct Digital Controls (DDC)
- SCADA systems
- Unified Facilities Criteria (UFC) documentation
- Experience working with remote site operations and coordination
