The Air District is currently accepting applications for the position Human Resources Analyst I/II (Recruitment Analyst OR Recruiting Analyst) in the Human Resources Division. This is an open recruitment for one (1) full time, exempt, confidential position.

About the Position:

The Human Resources Analyst I/II (Recruitment Analyst) is responsible for administering full cycle recruitment and developing and recommending recruitment and selection strategies and procedures that comport with merit-based principles, public personnel practices, and diversity, equity and inclusion practices. The position conducts all activities related to recruitment and selection, including consulting and advising hiring managers, conducting outreach efforts, coordinating onboarding, and administering the applicant tracking system. The Human Resources Analyst I/II (Recruitment Analyst) may also work on other human resources initiatives and projects including the internship program, classification and compensation program, and work related to our 5-year Air District Strategic Plan.

Under direction, performs a variety of professional and analytical human resources work related to recruitment and selection, classification and compensation, management and employee consultation, employee relations, employee training and organizational development, employee benefits, workers' compensation and safety, and equal employment opportunities; performs related work as assigned.

Distinguishing Characteristics

Human Resources Analyst I is the entry-to-journey level class of this series. Initially under direct supervision, incumbents perform a wide range of routine to difficult professional human resources duties within limited program areas. As experience and proficiency are gained, duties become progressively more diversified and difficult, until they are performed under general supervision at the journey level. This class may be alternately staffed at the Human Resources Analyst II level and incumbents may progress to the higher level after gaining experience and demonstrating proficiency sufficient to meet the qualifications for the higher level.

Human Resources Analyst II is the journey-to-senior level class in this series, fully competent to perform a full range of difficult assignments in a majority of the human resources program areas requiring a higher degree of working knowledge, ability, and initiative. As incumbents master a broader scope of responsibilities they are expected to take assignments and projects that have a higher consequence of error from beginning to end with minimal day-to-day supervision while exercising significant initiative, independent judgment and decision-making.


Examples of Duties for this Position

Performs and leads the most complex and highly specialized projects and assignments related to the areas of human resources management.

Plans, coordinates, and conducts a variety of difficult and highly sensitive human resources assignments; directs and reviews the work plan for assigned human resources services and activities; monitors workflow and reviews work products, methods, and procedures.

Develops, leads, implements, and administers human resources programs, projects, policies and procedures.

Monitors, researches, and analyzes current and proposed policies, regulations, legislation, and personnel trends; determines impact on Air District's personnel services; recommends appropriate actions; designs procedures and forms for implementation.

Consults management and employees on employee relations and other personnel-related matters, including interpretation and application of various District policies and procedures.

Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; reviews with appropriate management staff; implements improvements.

Prepares human resources related Board/Committee agenda items; develops and prepares presentation materials; serves as subject matter resource at Board/Committee and presents agenda item to the Board/Committee as assigned.

Leads the development of the Air District's training curriculum to enhance organizational and employee development; conducts training assessments and recommends appropriate courses or action; coordinates training activities; presents training.

Represents the Human Resources Office and the Air District in meetings, conferences, workshops, trainings and other forums; confers with representatives of other governmental jurisdictions.

Leads and participates in the implementation and upgrade of the Human Resources Information System (HRIS) and database; maintains the District's HRIS and database; generates system reports.


Minimum Qualifications

Education and Experience:
A typical way to obtain the knowledge and skill is:

Human Resources Analyst I: Equivalent to graduation from a four year college or university with major coursework in human resources, public or business administration, or a closely related field.

Human Resources Analyst II: In addition to the above, two years of experience performing professional and analytical human resources work in employee relations and at least two (2) of the following human resources programs: classification and compensation, recruitment and selection, employee benefits, employee training and organizational development, workers' compensation and safety, and equal employment opportunities. Experience performing these functions in a public agency setting is desirable.

Directly related experience may substitute for education on a year for year basis.

Selection Criteria:

Selection may be based upon a competitive examination consisting of a written exercise, interview, or combination of the two. Depending on the number of qualified applicants, an application screening and/or panel interview may be used to determine the most qualified applicants. The Air District may hire from this recruitment process to fill future vacancies occurring within the next 18 months.
