Position Overview


Position Summary
The Director of Campus Card Services is responsible for the strategic leadership, daily operations, and continuous improvement of the University's campus card program. This position oversees the secure issuance and comprehensive functionality of University identification cards, ensuring seamless access to residence halls, academic buildings, parking access gates, meal plans, declining balance accounts, and integrated services such as Grubhub, vending, bookstore purchases, printing, and off-campus merchant programs. The Director serves as the functional and technical lead for the campus card transaction system and works collaboratively with campus partners and external vendors to maintain system integrity, enhance services, and deliver a secure, convenient, and student-centered experience.

Reporting to Business and Auxiliary Services, the Director serves as the primary functional and technical lead for the campus card transaction system (e.g., CBORD/CS Gold, Transact, or similar) and works collaboratively with campus departments, Dining Services, IT, security teams, and external partners to deliver a secure, convenient, and student-centered experience. This position manages staff, vendors, budgets, and service enhancements to align with University goals for operational excellence and high-quality service delivery.

Campus Card Systems Management

  • Serve as the functional and technical lead for the campus card transaction system (e.g., CBORD/CS Gold, Transact, or similar), ensuring system integrity, data accuracy, security compliance, and reliable daily operation.
  • Coordinate and manage integrations supporting housing access, meal plans, declining balance accounts, vending, laundry, bookstore purchases, printing, parking access gates, and mobile ordering solutions such as Grubhub.
  • Develop, implement, and maintain off-campus merchant partnerships and optional banking or stored-value account features to expand card usability for students.
  • Plan and oversee system upgrades, technology enhancements, and service innovations to improve functionality, efficiency, and the user experience.
  • Develop and enforce standard operating procedures, security protocols, and policies for system use, card issuance, access management, and lost/stolen card handling.
  • Generate and analyze reports on card usage, transaction volume, system performance, and partner effectiveness to support planning and decision-making.
  • Monitor usage trends and recommend enhancements to support student satisfaction and continuous improvement.
  • Respond to critical off-hours system issues as needed to maintain uninterrupted service.


Building Access Control Systems

  • Oversee electronic building and parking access control systems integrated with the campus card program to ensure secure, reliable access to residence halls, academic buildings, parking gates, and other controlled spaces.
  • Serve as the liaison with IT, Campus Safety, and Facilities to align access configurations with security policies and infrastructure needs.
  • Coordinate access setup, modifications, and removals for individuals, groups, and special events.
  • Develop and maintain access management policies and protocols, including emergency override and lost/stolen card procedures.
  • Provide training and support to authorized staff managing building access control.
  • Support troubleshooting and timely resolution of access issues, including during after-hours emergencies.
  • Plan and implement system upgrades or enhancements in partnership with IT and security teams.

Departmental Liaison

  • Serve as the primary point of contact for all campus card and access control matters, providing expert guidance and responsive service to students, employees, departments, and external partners.
  • Build and maintain strong relationships with stakeholders including IT, Campus Safety, Housing, Facilities, Parking, Food Services, and third-party vendors.
  • Communicate operational updates, system changes, and service improvements clearly and proactively.
  • Provide training and consultation to campus partners on card system use, access management, and service integration.
  • Act as a trusted advisor for process improvements, technology upgrades, and expanded service opportunities.
  • Represent the ID Card Office on committees, project teams, and working groups supporting cross-departmental initiatives.
  • This position engages the Assistant Vice Chancellor, Business & Auxiliary Services when opportunities are identified for site licenses or cost savings which may require changes in hardware/software standards and/or policy/procedure.

Supervisory & Collaboration

  • Supervise professional and student staff, including recruitment, onboarding, training, scheduling, performance evaluation, and professional development to ensure effective daily operations.
  • Provide leadership that promotes accountability, teamwork, and a customer-first culture.
  • Foster open communication and knowledge sharing within the team and with campus partners to ensure consistent, coordinated service.
  • Lead or participate in cross-functional initiatives and departmental planning to support continuous improvement and alignment with institutional goals.
  • Direct and manage the daily operations of the Campus Card Office, ensuring secure card issuance, system reliability, excellent customer service, and compliance with university policies.
  • Oversee the full lifecycle of University ID cards, including issuance, activation, maintenance, replacement, and specialized access privileges.
  • Serve as the technical and functional lead for the campus card transaction system (e.g., CBORD/CS Gold, Transact, or similar), ensuring system integrity, data accuracy, security compliance, and operational reliability.
  • Coordinate and manage integrations for housing access, meal plans, declining balance accounts, vending, laundry, bookstore purchases, printing, parking access gates, and mobile ordering platforms such as Grubhub.
  • Develop, implement, and maintain off-campus merchant partnerships and optional banking or stored-value account features to expand card usability for students.
  • Collaborate with IT, Police/Campus Safety, Housing, Facilities, Parking, Food Services, and other campus partners to ensure seamless alignment of card-based access control and integrated services.
  • Develop and enforce standard operating procedures, security protocols, and policies for card issuance, access management, lost/stolen card handling, and secure system usage.
  • Plan and lead system upgrades, technology enhancements, and service innovations to continuously improve functionality, efficiency, and the user experience.
  • Manage departmental budgets, procurement processes, and vendor relationships related to card production, system hardware/software, banking features, and off-campus partnerships.
  • Generate and analyze reports on card usage, transaction volumes, access metrics, and partner performance to inform strategic planning and service improvement.
  • Design and distribute marketing and educational materials to increase awareness and promote adoption of card services, meal plan options, off-campus usage, and related policies.
  • Provide training and guidance to campus stakeholders and partners on system operations, access management, and best practices.
  • Supervise professional and student staff, including hiring, training, scheduling, and performance evaluations to ensure effective operations and high-quality support.
  • Monitor usage trends, gather feedback, and recommend enhancements to increase student satisfaction and operational effectiveness.
  • Respond to critical off-hours issues as needed to maintain uninterrupted service, secure system functionality, and immediate resolution of urgent access or transaction concerns.

Department Required Skills

  • Bachelor's Degree or combination of education and relevant Card Access Services, Application Administration, or IT support experience.
  • Minimum 5 years of experience leading, programming, troubleshooting, and delivering access services in a higher education/multi-building campus environment using CBORD/CSGold, or similar payment and access systems.
  • Minimum 1-3 years experience in delivering technical support services in a diverse technology environment to end users with varying levels of technical competency and experience
  • Solid understanding of troubleshooting, triage/problem analysis strategies; ability to resolve application and technical issues quickly and efficiently.
  • Strong interpersonal skills; ability to be empathetic, understanding, patient, and diplomatic. Demonstrated ability to work effectively with a diverse group of faculty, students, administrators, staff, and others.
  • Demonstrated proficiency with written and verbal communications. Ability to convey complex technical information in a way that is consumable to both technical and non-technical audiences.
  • Demonstrated ability to function independently, work collaboratively and contribute to the outcomes of a team.


Preferred Years Experience, Skills, Training, Education

  • Preference is given to candidates with experience delivering access services in a higher education/multi-building campus environment with practical experience with TouchNet (Heartland), CBORD, or similar payment and access systems.
  • Experience facilitating onboarding services, process improvement, process automation, or project management in a higher education environment.
  • Teaching, coaching, or mentoring skills are highly desirable.
