Summary of Job Duties:The Intermediate Contracts Analyst reports to the Manager, Contracts and is responsible for the effective maintenance of contract data files and the integrity of contract pricing. The role includes coordinating and preforming analyses of product usage and pricing to optimize Group Purchasing Organization ("GPO"), GPO Enhanced, State, and Local Contracts with an emphasis on identifying cost-saving and expense reduction. The individual will ensure the adherence to best practices in contract management, analysis, and reporting, ensuring all contracts and databases remain accurate and current. The position is also responsible for verifying contract compliance with Arkansas State Procurement Law, DFA Policies, relevant Board of Trustees and U of A Systemwide Policies, and Procedures and UAMS Administrative Guide Policies and Procedures, as applicable. Assists with financial analysis, contract negotiations, and the execution of purchase agreements/contracts for the procurement of goods, services, and equipment for clinical and non-clinical areas, while proactively identifying opportunities for cost savings, cost avoidance, standardization and enhanced utilization. Qualifications:

Minimum

  • Bachelor's degree in supply chain management, business administration or related field plus three (3) years of experience in healthcare supply chain contracting, procurement or relevant work experience or
  • Associates' degree in related field plus (5) five years of healthcare supply chain contracting, procurement or relevant work experience or
  • high school diploma plus (7) seven years of healthcare supply chain contracting, procurement or relevant work experience.
  • Strong knowledge of contract negotiation, contract management, and procurement best practices.
  • Ability to analyze and interpret contract data and spend analysis.
  • Excellent communication skills, both written and verbal.
  • Proficient in Microsoft Office Suite and contract management software (e.g., Ntracts, Ariba).
  • Strong attention to detail and ability to manage multiple tasks and deadlines.
  • Ability to work on a computer for eight hours in an office setting and perform office related tasks such as filing, record storage, etc.

Preferred

  • Clinical Experience (Surgical Technologist, RN, LPN).
  • Experience in healthcare contracts management or financial analytics/auditing.
  • CPSM (Certified Professional in Supply Management) or CPCM (Certified Professional Contracts Manager).

Additional Information:

Responsibilities:
* Manages a portfolio of contracts ensuring that all documentation is current, complete, accurate and maintained in the appropriate databases.
* Recognized as Subject Matter Expert (SME) in assigned contract portfolio.
* Manages the entire lifecycle of contracts from initiation to renewal, and or termination.
* Independently evaluates contract language under the review and guidance of legal counsel.
* Communicates changes as appropriate, in accordance with UAMS policies, guidelines and state laws.
* Performs audits and provides reports on contract status, contract spending and identifies opportunities for savings and improving contract penetration.
* Negotiates terms and best price on all supplies, services and equipment as directed.
* Attends and presents for regular meetings with stakeholders and vendor partners to review quarterly performance.
* Works collaboratively with various internal departments, external resources, and/or finance and department leaders to resolve issues, while keeping leadership informed of progress and resolutions.
* Meets with suppliers to coordinate efforts for improved services and pricing.
* Evaluates supplier performance through quarterly reviews, performance KPIs and customer feedback.
* Resolves issues and implements solutions to address negative supplier performance.
* Communicates performance issues with suppliers and provides a schedule for resolution.
* Collaborate with leadership to identify long-term contracting and procurement strategies to maximize cost efficiency and operational effectiveness.
* Maintains abreast of all industry trends, market conditions, technological innovation and ethical standards in the contracting profession.
* Reacts and adapts to changes in contracting strategies to be aware that research findings have the potential to significantly impact UAMS operations.
* Attends educational events to increase knowledge of all state procurement, accounting regulations, and the University of Arkansas System's procedures and regulations.
* Performs other duties as assigned.
