S&B USA Construction is a leader in delivering complex infrastructure through innovation, technical excellence, and field-driven performance. The Design & Technical Office is a Shared Services Group that supports pursuit, planning, execution, and turnover of heavy civil infrastructure projects, with a focus on constructability, modeling, and technical governance.

The Director of Engineering is responsible for establishing and leading the group, managing engineering and modeling support services across all phases of project delivery. This role sets department strategy, oversees constructability engineering, temporary works, quantity takeoff, geospatial workflows, and modeling governance. This role reports directly to executive leadership and collaborates closely with Estimating, Operations, Project Controls, Scheduling, and Commercial teams.

DUTIES AND RESPONSIBILITIES



  • Lead the strategic development and operation of the Design & Technical Office.


  • Establish and maintain standards for temporary works design, modeling, and quantity takeoff (QTO).


  • Oversee constructability reviews and internal engineering support across active projects.


  • Coordinate with pursuit teams to support ATCs, phasing alternatives, and preliminary engineering for P3 and Design-Build bids.


  • Provide oversight for modeling, CAD workflows, and integration of GPS machine control.


  • Direct geospatial data acquisition (UAS, drone, survey) and model-based construction planning.


  • Develop and manage the Design Quality Management System (DQMS) for internal engineering deliverables.


  • Evaluate and implement professional liability coverage for internal stamped/sealed designs.


  • Supervise departmental leads and manage resource assignments for projects.


  • Drive innovation through pilot programs (e.g., AI QTO, 4D modeling, automated inspections).


  • Align design tools and platforms across the enterprise with IT and Project Controls.


  • Contribute to commercial decision-making related to design scope, consultant management, and risk mitigation.


REQUIREMENTS

Education:



  • Bachelor's degree in Civil or Structural Engineering is required; Master's degree is preferred.


  • Professional Engineer (PE) license is required; multi-state licensure or ability to obtain is strongly preferred.


Experience:



  • 15+ years of experience in civil infrastructure, structural engineering, or construction engineering roles.


  • Experience leading design or technical services teams within a contractor or engineering firm.


  • Demonstrated experience with temporary works design, erection planning, demolition support, and constructability solutions.


  • Background supporting P3, Design-Build, or alternative delivery projects is highly valued.


Skills:



  • Expert-level understanding of heavy civil construction, temporary work, and engineering governance.


  • Ability to develop and manage internal QA/QC systems and DQMS frameworks.


  • Strong knowledge of modeling tools (AutoCAD, Civil 3D, Bentley, Trimble, ACC).


  • Skilled in integrating survey, geospatial data, and construction planning models.


  • Proven leadership, team-building, and cross-functional coordination abilities.


  • Clear communication skills with the ability to influence both technical and executive audiences.


WORK ENVIRONMENT



  • This position is primarily indoors.
