Job Summary
COMSEC Custodian provides support for the West Virginia National Guard (WVNG) Ridge Runner IWX Program and 2/19 SFG (A). As COMSEC Account Manager and IT Technician, the Contractor will provide specialized expertise to ensure the secure communication infrastructure is established, maintained, and operated throughout the exercise. The Contractor shall be provided military computers, office space, SIPR token, tools, and access to COMSEC systems to perform duties assigned.
Role and Responsibilities
- Serve as the Alternate COMSEC Account Manager and conduct all duties in accordance with AR 380-40 (Safeguarding and Controlling Communications Security Material) and TB 380-41 (Security: Procedures for Safeguarding, Accounting, And Supply Control of COMSEC Material)
- Perform computer based Electronic Key Management System (EKMS) account administration using a Key Management Infrastructure (KMI) with Management Client (MGC) software.
- Manage the process of acquiring, monitoring, and maintaining the command's Communications Security (COMSEC) material.
- Provide periodic reviews of local logs and adhere to Two Person Integrity (TPI) requirements.
- Ensure that proper physical security measures are maintained when COMSEC material is transported within the command
- Serve as an IT Technician to support RR Staff and facilities with service desk support, account management, and workstation configuration support.
- Serves as a privileged user for the SOCOM NIPR and SIPR networks and conduct duties in accordance with AR 25-2 (Army Cybersecurity).
- Utilize knowledge of IT principles, methods and security regulations and policies to carry out established base-wide policy to administer the local INFOSEC program.
- Implement procedures to ensure protection of information transmitted to the installation, among organizations on the installation, and from the installation on the local or wide area networks, the world-wide-web, or other communications modes.
- Administer the Communications Security (COMSEC) program. Control and protect all cryptographic material and administer the Department of the Army Cryptographic Access Program (DACAP).
- Conduct semi-annual functional reviews of all COMSEC local element accounts, inspecting COMSEC facilities, reviewing procedures, and auditing all cryptographic holdings.
- Administer the Cybersecurity Program and protect Information Technology (IT) assets against unauthorized, accidental, or deliberate modification, disclosure, and destruction of data.
- Develop, modify, and test overall system backup and recovery strategies for assigned systems. Serve as a technical focal point for the installation and configuration of hardware and software on personal computers and for personal data assistants associated with assigned systems.
- Serve as the local systems administrator responsible for planning, coordinating, modifying, implementing, and troubleshooting in order to meet customer needs.
Supervisory Responsibilities
Required Qualifications and Education
- Must hold a Top Secret/SCI clearance and be able to pass a Counterintelligence Polygraph as part of the DACAP Program.
- Undergraduate Education: Bachelor's degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management
- Possess and maintain an IAT Level-II Certification
- Completed a DoD COMSEC Management Client Course (Or Equivalent)
- Meet all requirements of a alternate COMSEC Account Manager per AR 380-40 (Safeguarding and Controlling Communications Security Material) and TB 380-41 (Security: Procedures for Safeguarding, Accounting, And Supply Control of COMSEC Material)
- Minimum of 5-years' experience in information technology support role that demonstrated experience in planning, analyzing, acquisition, designing, developing, implementing, quality assurance, configuration, integrating, maintenance testing, operational integrity, and/or management of systems used.
- Minimum of 1 year experience as a primary or alternate DoD COMSEC Account Manager working with Communication Security Material Control Systems (CMCS), Electronic Key Management Systems (EKMS), and Information Security (INFOSEC)/ Communications Security (COMSEC) policies and regulations
Preferred Qualifications and Education
- Knowledge of Information Technology principles, concepts, practices, systems software, database software, and immediate access storage technology to carry out activities.
- Ability to assess and advise on a variety of sources and procedures and methods for systems and applications.
- Knowledge of system requirements and techniques for planning current and future system architecture requirements.
- Knowledge of commonly applied principles, concepts, and methodologies, operating characteristics and capabilities of systems, media, equipment, and related software systems, processes and procedures.
Work Authorization / Security Clearance requirements
- Must hold a Top Secret/SCI clearance and be able to pass a Counterintelligence Polygraph as part of the DACAP Program.
- Requires field work in varying weather conditions and terrain.
- Exercise dates vary; must be available for pre-exercise planning calls and on-ground execution.
