PROJECT MANAGER (HOME-ARP)

DEPARTMENT OF FAMILY AND SUPPORT SERVICES

Homeless Services Division

Number of Positions: 1

(Additional vacancies possible pending budget approval)

Starting Salary: $86,520.00

The DFSS Homeless Services Division plays a critical role in Chicago's homelessness response system which seeks to prevent homelessness whenever possible and support people who experience homelessness in rapidly returning to stable housing. The Project Manager will oversee implementation of key initiatives of the Homeless Services Division funded by HOME-American Rescue Plan funds. Projects include oversight of homeless shelter renovation projects to better serve people safety and with dignity, including conversion to more private settings, improving accessibility, and addressing deferred maintenance. This position offers the opportunity to work directly with local policymakers, frontline practitioners, people with lived experience of homelessness, researchers, public and private funders, and other stakeholders under direction of a Director and in partnership with another Project Managers

ESSENTIAL DUTIES

* Leads implementation of key initiatives of the Homeless Services Division funded by the HOME-American Rescue Plan

* Prepares and facilitates regular meetings and site visits with service providers, their partners, and other City departments to oversee and move forward shelter renovation projects

* Develops workplans, assesses progress, and briefs Departmental leadership on the status of initiatives

* Develops policies and procedures for HOME-ARP funded initiatives, based on funder regulations, advisement of other City departments, and national best practices

* Represents the Department at community meetings and hearings relevant to shelter renovation projects

* Builds and maintains strong relationships with all participating organizations, government agencies, nonprofits, community groups, and individual stakeholders

* Prepares and disseminates memos, presentations, and other communications that update on the status of initiatives and/or elevate key challenges and learnings for a diverse range of stakeholders including public/private funders, policymakers, practitioners and community members

* Understands and keeps up to date on the landscape of homeless service delivery and systems change best practices, local state and federal regulations, and Continuum of Care goals and priorities

Days: Monday - Friday

Hours: 9:00am - 5:00pm

THIS POSITION IS EXEMPT FROM THE CAREER SERVICE


Qualifications

  • Nine (9) years of work experience in project management or program coordination, OR
  • Graduation from an accredited college with an Associate's degree PLUS seven (7) years of project management or program coordination work experience, OR
  • Graduation from an accredited college or university with a Bachelor's PLUS five (5) years of project management or program coordination work experience, OR
  • Graduation from an accredited college or university with a Master's degree or higher PLUS four (4) years of project management or program coordination work experience


Licensure, Certification, or Other Qualifications



  • Project Management Professional (PMP) or other project management certifications preferred

SELECTION REQUIREMENTS

This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral part of the interview will be selected.

This position is funded through a grant and this employment opportunity is contingent on the availability and continuation of the grant supporting this position. The current grant supporting this position is expected to be available through September 30th 2030. The City will provide sufficient notice when the grant and employment opportunity expire.
