SUMMARY OF DUTIES:

This position directly supports the AVP Production by leading and directing the Senior Managers of the Engineering Equipment Maintenance group. It has overall responsibility for directing all aspects of Engineering Roadway Equipment, Equipment Maintenance, and Equipment Acquisitions, and driving continuous improvement in safety performance and the efficient use of resources. This position communicates and coordinates with the Divisions and Project Managers within Engineering as well as internal and external stake holders to ensure efficient planning and scheduling of production resources that will improve the infrastructure as well as minimize impacts to the operation. The Director Roadway Equipment position requires 24/7 availability to oversee an around the clock operation, ensure safe and efficient use of resources, and provide leadership and decision making for the day-to-day activities as required

ESSENTIAL FUNCTIONS:

* Directly supports the AVP Production by providing leadership, guidance, and direction to the Engineering Equipment Maintenance group.
* Oversees the development of the means and methods for production work and ensures that safety is always at the forefront in the planning and execution of work.
* Drive improvement in safety performance of Production through effective communication, direct oversight of safety activities, leading Production unit managers, and coaching of direct and indirect reports, as appropriate.
* Lead multi-year planning and coordination to maintain the infrastructure in a state-of-good repair and achieve desired improvements to the operation. Establish the production goals for their units in order to ensure each scope of work is completed on time and within budget.
* Responsible to ensure the Senior Managers Engineering Production and their subordinates have all aspects of their work meeting or exceeding current Amtrak standards and comply with all relevant regulatory requirements and standards.
* Develop and ensure continuous improvement of work methods and procedures that increase efficiency and drive improvement in the safety and reliability of the infrastructure.
* Oversee and be actively involved in the planning and monitoring of daily/weekly production reports to ensure efficient utilization of resources (including track usage, force account, equipment, etc.), and effective execution of the work.

MINIMUM QUALIFICATIONS:

* Bachelor of Science Degree in Engineering, Construction Management, or equivalent work experience and training in position of similar capacity.
* Qualified or possess sufficient experience to be qualified in MW-1000, NORAC, RWP, AMT-2, applicable FRA Rules & Regulations.
* Demonstrated experience as Senior Manager Engineering Production or equivalent position with firm understanding of all engineering crafts involved.
* Effective writing, effective presentation skills, project/budget planning, coordinating meetings, and conducting interviews.
* Must be computer literate
* Must be willing to adapt to a changing environment focused on efficiency, continuous improvement, and sustain excellence of cultural behaviors and safety.
* Must be able to interface with all levels of employees and both external and internal customers. Demonstrated effective communication skills both written and verbal; skilled in delivering presentations to large groups of people within and outside of the organization.
* General knowledge and understanding of all engineering crafts involved in the inspection, maintenance, and construction of railroad infrastructure including but not limited to Track, Structures, Electric Traction, Signals, and Communications
* Extensive skills in advanced leadership and management with the ability to motivate and influence others
* Demonstrated experience in planning, scheduling, and budgeting capital maintenance activities as well as business operations for the railroad
* Demonstrated knowledge and applied experience in railroad operations, operating rules, and railroad production work procedures.
* Possess expert level knowledge of and ability to apply Federal Railroad Regulations including Roadway Worker Protection.
* Demonstrated ability to understand and apply collective bargaining agreements.

PREFERRED QUALIFICATIONS:

* Licensed Professional Engineer or ability to acquire.
* 15 years of experience in railroad operations within the Engineering Department.
* Leadership experience with responsibility for large work groups (400+).
* Experience in planning, scheduling, and managing large scale multi-faceted capital programs around live railroad operations.

WORK ENVIRONMENT:

* Position is responsible for 24/7 operation- fast paced environment with frequently changing priorities.
* Available to work at various times to support railroad operations as needed including nights and weekends.
* Combination of office and field environment working in all weather conditions.
* Travel: 50%

Must have excellent oral and written communication skills.

The salary/hourly range is $163,000-$211,140, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
