Apply an understanding of current DoD and Air Force acquisition instructions, guidelines, policies, and processes. Support the acquisition program management of full life cycle requirements for systems, subsystems, and equipment. The position is located at Tinker AFB, OK.

Essential Job Functions:

Possess program management experience supporting or leading Acquisition Category (ACAT) I or ACAT II weapon system programs. Experience in at least one modernization related acquisition phase (i.e. phases related to Milestone A, B, or C, Low Rate Initial Production/Full Rate Production).

Assist in managing and organizing resources and personnel needed to efficiently and effectively meet the objectives of each task, as well as exploring new approaches as applicable within the performance of these tasks.

Apply an understanding of current DoD and Air Force acquisition instructions, guidelines, policies, and processes. Support the acquisition program management of full life cycle requirements for systems, subsystems, and equipment.

Assist with the development of documentation including but not limited to MOAs/MOUs, SOOs, PWSs, SOWs, RFPs, UONs, ICDs, CDDs, CPDs, Service/Air Force Core Function Master Plan (CFMPs), AOAs, sustainment metrics, technical reviews, and life cycle cost, modeling , and simulation. Assist in the coordination of documentation between functional resources to include the following: financial, management, procurement, systems /software engineering, testing, and logistics, and assist with the consolidation of their inputs into common documents. Assist in planning for the accomplishment of various program milestones.

Support the review of weapon system contractor proposals as assigned by the Government. Perform, as required, a non-voting, advisory role for weapon system contractor source selections on all acquisition related requirements.

Provide assistance in risk management, project management, process improvement support, and logistics support. Participate in meetings supporting the B-52 Division and its programs, including but not limited to TIMs, Life Cycle Integration Team (LCIT) activities, IPT activities, Product/Process Improvement Working Group activities, Interface Control Working Groups (ICWGs), and Test Plan Working Groups (TPWGs).

Assist in the collection of programmatic inputs from weapons systems program offices for defining, developing, and managing the acquisition and development/ upgrades to the various A-10 Division aircraft configurations. Assist in determining program progress and effectively communicating recommendations orally and in writing to higher organizational management. Apply program knowledge for developing and coordinating responses to taskers in response to internal and external program requirements.

Assist in producing or reviewing products for program office use that include BCAs, trade-off studies, estimates for program office acquisition and logistics requirements, written requirements documents for planned acquisitions, and acquisition strategies and plans. Support the program office during MSA, TMRR, EMD, Production and Deployment, and O&S phases, to include all milestone activities.

Assist in performing materiel solution analyses leading up to design and milestone reviews. Produce or support development of draft documentation and presentation materials as requested or necessitated by programmatic limits based on cost, schedule, and performance.

Assist in performing analyses to support program strategy decisions and courses of action. Assist in providing a program assessment for integration of documentation to ensure consistency with program strategy and consistency across all milestone documentation. Assist in providing inputs, drafting, coordinating (with the appropriate internal and external government agencies), adjudicating comments, and producing final versions of coordinated milestone documents and assessments. Develop and collect technical data and inputs for staff summary packages to support coordination and signature of all associated documents for milestone approval.

Support key acquisition events and reviews as needed, such as: Materiel Development Decision, Milestones A/B/C, SRRs, PDRs, CDRs, TRRs, TCMs, FCAs, PCAs, PRRs, and others as applicable.

Support Division processes including but not limited to: MARs, DAES, SARs, and the SOCCER.

Provide technical support for integrated program reviews and conferences, including, but not limited to, the following: executive, readiness, technical, budget, design, weapon system, requirement working groups, supportability, and management reviews. Assist in the review and analysis of prime weapon system contractor and subcontractor EVM systems. Support program briefings and reports by gathering information, preparing charts, presenting briefings, and providing other support as needed.

Participate in PPBE activities. Review, evaluate, and provide recommendations on program budgets to include preparing documentation and briefing charts for the Program Objective Memorandum (POM) and the Air Force Centralized Asset Management (CAM) processes. Identify and recommend solutions regarding candidate opportunities to reduce weapons system Air Force Total.

Assist in independently applying/demonstrating proficiency in various project/program initiatives. Assist in investigating, analyzing, planning, designing, developing, implementing, or evaluating solutions for project/program efforts. Assist in providing expert-level issue resolution and recommendation support to achieve desired program outcomes and have specialized expertise to include the following functional areas: program management, logistics, maintenance, supply, financial management, test, security management, information management, and contracting.

Participate in and represent the interests of the F/B portfolio of programs in the Service Core Function process. Assist in building business relationships and perform activities necessary to influence science and technology investment decisions favorable to the F/B portfolio of programs. Assist in performing other related duties associated with F/B capability planning.

The applicant Assist in the review and analysis of prime weapon system applicant and subcontractor EVM systems. Support the management of the action item process following each review. Support program briefings and reports by gathering information, preparing charts, presenting briefings, and providing other support as needed.

Support B-52 programs by collecting, compiling, analyzing, investigating, researching, and/or applying logistics, maintenance, acquisition, or financial data and information.

Provide support for strategic scheduling and planning documentation such as the IMP and the IMS, and develop and coordinate a reporting framework for event-based activities during the work efforts. Assist in developing, analyzing, and maintaining a master integrated program schedule from concept exploration to fielding a system; employ networking software tools and capabilities to support lower tier schedule networking, network stat using, the generation of network graphics, the assignment of realistic durations and relationships to network elements; and evaluate Contractor proposed schedules against government schedules. Assess Government program office schedules against schedule databases, conduct probabilistic and deterministic risk assessments on both weapon system contractor and Government schedules by performing a SRA, use various types of scheduling software, work with the B-52 Lead Scheduler to integrate contractor and government schedule data with the B-52 Division Enterprise Integrated Master Schedule (E-IMS).

Assist in developing, analyzing, and maintaining a master integrated program schedule from concept exploration to fielding a system; utilize networking software tools and capabilities to support lower tier schedule networking, network status, generation of network graphics, assignment of realistic durations and relationships to network elements; evaluate contractor proposed schedules against Government schedules; assist in assessing Government program office schedules against schedule databases; and conduct probabilistic and deterministic risk assessments on both contractor and Government schedules by performing a SRA using Monte Carlo simulation based software. Possess working knowledge of various types of scheduling software, use software programs for the recurring assessment of schedule networks, and integrate contractor and Government schedule data with the AFLCMC schedule database.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Possess a Bachelor of Arts or Bachelor of Science degree, along with12years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoD.

An adjudicated DoD SECRET Security clearance on the First Day of employment.

Personnel at the Senior level shall possess the advanced knowledge, experience and recognized ability to be considered an expert in their technical/professional field, and possess the ability to perform tasks and oversee the efforts of junior and journeyman personnel within the technical/professional discipline.

Support in the identification, evaluation, and coordination of TCTO requirements between modification PMs, engineers, equipment specialists, logisticians, technical order management agency and Air Force Sustainment Center (AFSC) personnel at all relevant operating locations. Assist in the management of all related TCTO activities as identified in TO 00-5-15 and provide status to the modification PM, system logisticians and AFSC organizations.

Proficiency in the use of Microsoft Project.
