Job Title:Payroll Manager Job Description:

Summary:

This important position oversees the organization's payroll functions, ensuring pay is processed on time, accurately and in compliance with government regulations. This position has complete ownership of the end-to-end payroll process. This role is required to be based in St. Louis but may work a hybrid schedule.

Essential Functions:

  • Inputs, maintains, and processes payroll to ensure timely and accurate processing of payroll transactions including benefits, garnishments, taxes, and other deductions. Processes data updates, including review of new hires, terminations, and changes to compensation.

  • Prepares and maintains accurate records and reports of payroll transactions.

  • Facilitates audits by providing records and documentation to auditors.

  • Reconciles all payroll taxes. Administers W-2 processing. Partners with the payroll vendor to effectively manage payroll taxes in approximately 24 states.

  • Performs various journal entries, account reconciliations, and provides general ledger support to the Finance department.

  • Analyzes, identifies and implements procedures to improve all aspects of the payroll process, including time and attendance.

  • Compiles reports as required by management and government agencies regarding employee payroll issues.

  • Manages and supports mergers and acquisition activity including integrating payroll systems and ensuring a smooth transition of the pay for acquired employees.

  • Establishes, maintains and/or builds business relationships with associates and management and exercises independent discretion and judgment to resolve payroll disputes.

  • Researches associate payroll issues, evaluates and determines approaches to provide resolution and communicates resolution to associates.

  • Owns documentation of processes including adherence to SOX requirements.

  • Other duties and projects to support department needs as assigned.

Qualifications:

  • Extensive knowledge of the payroll function including preparation, balancing, internal control, audit, payroll taxes and in-depth Workday HR/Payroll system knowledge.

  • Strong leadership and change management skills.

  • Ability to maintain strict confidentiality and adhere to a high ethical standard.

  • Must have strong analytical and problem solving skills.

  • Excellent planning and organizational skills, possessing the ability to meet goals, objectives and deadlines, and the ability to handle a variety of responsibilities with minimal supervision.

  • Must be flexible, agile and able to partner collaboratively with the team.

  • Requires the ability to interact effectively with associates throughout the organization, including vendors, partners and stakeholders.

Supervisory Responsibilities

  • Maintain staff by recruiting, selecting, orienting, and training employees; maintaining a safe, secure and legal work environment, developing personal growth opportunities.

  • Accomplish staff results by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; developing, coordinating, and enforcing systems, policies, procedures, and productivity standards.

  • Mentor and coach direct reports within the team to help develop them for future roles and provide proper succession.

  • Manage performance of the team and conduct performance reviews within the processes of the Bank.

Education and Experience:

  • Bachelor's Degree in Accounting, Business Administration, Human Resources or related field is required.

  • Minimum of five years of experience in payroll/payroll management. Experience with full-cycle payroll from beginning to end.

  • Encyclopedic knowledge of payroll, payroll tax, reporting, audit and control requirements as well as IRS regulations required.

  • Multi-state payroll experience (processing in approx. 24 states, including CA).

  • Experience managing mergers and acquisition activity for payroll, including system integrations and new state set ups.

  • Experience managing or leading a team, including hiring, training, communicating job expectations, coaching and developing staff.

  • Experience initiating and managing transformational business process changes a plus.

  • Experience administering Employee Stock Transactions (ESPP and Stock Vestings) a plus.

Computer and Software Skills:

  • Proficiency in Workday HR/Payroll.

  • Proficiency in Microsoft Office products with advanced proficiency in Excel preferred.

  • Experience with Google-based products (Gmail, Google Drive, etc.) preferred.

Certificates, Licenses and Registrations

  • Certified Payroll Professional (CPP) or Fundamental Payroll Certification (FPC) a plus.
