Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service.

Transportation is responsible for providing safe, efficient and dependable transportation to commuters on all Metra-operated lines: Milwaukee North and West, Rock Island, Metra Electric, SouthWest Service, North Central Service and Heritage Corridor and those lines operating under purchase of service agreements: BNSF and Union Pacific. In addition to all employees directly involved in providing train service, the Transportation Department also oversees the Dispatching Office and Crew Management Center.

Reporting to the Director, PTC Deployment and Regulatory Compliance, the Manager, PTC System Safety and Compliance will be responsible for overseeing and ensuring Metra's continued compliance with all federal regulations, laws, and industry standards related to Positive Train Control; safeguarding Metra's commitment to safety, efficiency, and regulatory compliance; and collaborating with cross-functional teams, ensuring the organization operates in accordance with the ever-evolving regulatory landscape.

The primary duties include: Lead and oversee all aspects of Positive Train Control compliance with Title 49 236 Subpart I including management of Metra's PTC Safety Plan, PTC Implementation Plan, and all reference documentation. Supervise compliance staff including assigning and reviewing work, training and mentoring on duties and responsibilities, and evaluating performance. Stay abreast of the latest developments in federal regulations, laws, and industry standards related to PTC to ensure compliance. Collaborate with key Metra stakeholders to develop, review, and update compliance policies, procedures, and practices tailored to PTC regulatory requirements. Ensure seamless integration of compliance requirements into daily operations. Maintain accurate records of all PTC compliance activities, reports, and documentation. Manage and submit all required reports (performance, failures and operations) per 49 CFR 236.1023 and 1029. Approve time off, coordinate staff schedules, fill vacancies as necessary, and ensure compliance with departmental and company policies and objectives. Decide/implement staffing decisions, performance evaluations, and performance improvement, disciplinary, and/or termination procedures. Make recommendations regarding hiring, performance evaluations, disciplinary and/or termination procedures. Responsible for the safety objectives, goals, and program of the organization ensuring compliance with applicable safety rules and regulations. Perform other related duties as assigned to meet the ongoing needs of the organization.

Requirements
  1. Bachelor's degree or in lieu of degree four years in regulatory compliance, railroad operations, or PTC systems experience.
  2. In addition to #1, must have a minimum of five years of experience in regulatory compliance, railroad operations and safety, or PTC systems.
  3. Considerable knowledge of federal regulations, laws, and industry standards pertaining to Positive Train Control.
  4. Considerable knowledge of PTC interoperability requirements.
  5. Considerable knowledge of railroad operations, safety and operating rules.
  6. Good analytical and problem-solving skills.
  7. Attention to detail and organizational skills.
  8. Good verbal and written communication skills.
  9. Proficient in Microsoft 365.
  10. Ability to learn Metra's configuration management processes, archive historical documents, and version control PTCSP documents.
  11. Ability to represent Metra's interests in public forums, working groups, and industry committees.
  12. Ability to read complex documentation and provide detailed summaries and/or reports.
  13. Ability to interpret, monitor, and apply policies regarding PTC compliance.
  14. Ability to work with sensitive information while maintaining strict confidentiality.
  15. Must possess and maintain a valid driver's license.
  16. Ability to lift and move up to 10 pounds.
  17. Must be able to operate a vehicle.
  18. Must be willing to travel within and outside of Metra's 6-county region.
  19. Must be available to work flexible hours in the early morning, late afternoon, evenings, or weekends.

Preferred:

  1. 49 CFR 240/242 certification
