Overview

The Sr. Specialist holds the designation as 4 Irving Place's primary Fire Life and Safety Director. Daily activities focus on FDNY, NYC DOB, DEC, DEP, DEA and EPA regulatory compliance and all associated administrative functions. Provide planning and oversight of all associated vendors and ensure they are following contract terms and safe work practices. Monitor all building activities/projects and enforces fire, life and safety protocols. Provide associated training, drills, safety talks and onboarding related to the Fire Safety/Emergency Action Plan as required. Coordinate operational activities with 4IP Shift Supervisor pertaining to compliance inspections and maintenance outages. Assist with Operational Staffing coverage where required.

Responsibilities

Core Responsibilities
  • The Senior Specialist will hold the designation of the primary Fire and Life Safety Director for 4 Irving Place and other locations as directed. Reinforce Zero Harm safety culture and conduct monthly safety meetings. Interface with stakeholders daily, perform mandated fire life safety and critical equipment inspections, and preventive maintenance. Provide the Section Manager with accurate and timely information concerning activities and performance. Assist with operating activities associated with developing and reviewing performance in relation to the department's goals and standards. Administer and communicate operating procedures, engineering, plans, and specifications to ensure proper maintenance of facilities' fire/life safety critical equipment. Encourage a team-oriented, safe, and inclusive work environment that strives for high performance and operational excellence.
  • The Senior Specialist will hold the designation of Compliance Manager, ensuring all building compliance requirements are maintained and documented.
  • Provide and maintain oversight and training of All Teams and the Fire brigade in their responsibilities as pertaining to the Fire Life Safety/Emergency Action Plan.
  • Provide and maintain oversight of building-related to Fire Life Safety and the Emergency Action Plan, including all safety markers, lighting, Fire Suppression, Gravity Tanks, Sprinklers, Standpipes, FM-200, Pre-Action, UST, generators, elevators, and associated building permits.
  • Ensure all NYC FDNY/DOB Compliance Inspections and testing are maintained and documented.
  • Coordinate and oversee the Janitorial Staff, Exterminating Staff, Elevator Staff, and Security Staff.
  • Coordinate and oversee all Underground Storage Tank inspections, permits, and required maintenance activities.
  • Coordinate and Oversee Carting Service, Containers, and Dumpsters, Haz-Waste, Non-Haz-Waste, and Universal Waste documentation, and required inspections.
  • Provide oversight of the weekly staff payroll information.
  • Perform other related tasks and assignments as required. Supervisory support role and assignments.

Qualifications

Required Education/Experience
  • Bachelor's Degree and 2 years of relevant work experience Facilities Management Experience or
  • Associate's Degree and 5 years of relevant work experience or
  • High School Diploma/GED and 7 years of relevant work experience
Relevant Work Experience
  • Must have FDNY F89 Fire Life & Safety Director, required.
  • Able to qualify for site-specific FDNY F89 Fire Life & Safety Director within 6 months, required.
  • 2 years Knowledge of Collective Bargaining Agreement to include Union Rules/Union Protocol, required.
  • 2 years Supervisory experience, required.
  • 2 years Must be able to work flexible hours, overtime, required.
  • 2 years Knowledge of MS Word, Power Point and Excel, required.
  • 2 years Knowledge of Maximo/Oracle, required.

Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
  • Must respond to system emergencies
  • Must work at field locations in all weather conditions
  • Must be able to climb ladders and scaffolds, and enter confined spaces
  • Must work in an environment that includes heat, noise, confined spaces, and high elevations
  • Must work in inclement weather and adverse conditions (i.e., excessive heat, cold, noise, confined spaces)
  • Must work with and in the vicinity of high voltage and/or other high-energy systems
  • Must be approved and able to wear either a full- or half-face respirator without facial hair or other condition that may interfere with the seal, in accordance with OSHA regulations.
  • Must walk, stand, lift, climb, bend, kneel, stoop, and/or reach
  • Must travel to company locations to work on storm restoration and heat contingencies
  • Must wear all necessary personal Protective Equipment (PPE), including; fire retardant clothing and safety harness
  • Must be available to work shifts, including nights, midnights, weekends, and holidays
