POSITION SUMMARY:

The Chief Operating Officer (COO) assists the CEO in the operation of the hospital. This role provides recommendations/guidance to management supporting administrative and facility decisions. This role sets objectives, develops plans, staffs, and directs activities of assigned departments/areas of responsibility. The role provides professional level planning, reporting, analysis and consultation to support the goals and objectives of the organization. This position helps manage the hospital operations. The role ensures consistency of treatment and application of policy. This position is responsible for the functioning of various support services - including but not limited to; Court Services, Clinical Services, Outpatient Services, Facilities/Plant Ops, Information Technology, Compliance, Dietary, and Housekeeping. The position will also promote: Clinical Quality Excellence, Integrity, Safety, Service Excellence, Teamwork, Accountability, and Continuous Improvement, throughout all departments by contributing to meeting organization objectives and key results.

PRIMARY RESPONSIBILITIES:

  • Consults with CEO regarding facility and corporate annual and long-term goals, and implement changes to facility direction as required.
  • Directs facility operations to achieve budgeted results and other financial criteria and prepares detailed facility performance reports as requested by the CEO.
  • Assists with establishing facility/department budgets and allocation of funds, with recommendation from department management.
  • Maintains compliance with regulations governing health care facilities and the rules of accrediting bodies by monitoring operations and initiating changes where required.
  • Develops and establish operating policies consistent with the overall corporate and facility policies, objectives and professional standards, ensuring adequate execution.
  • Evaluates the results of overall operations, and periodically report these results to CEO.
  • Directs the development and implementation of facility procedures.
  • Prepares corporate reports as requested by CEO.
  • Promotes a quality of service, and ensure that established quality standards are adhered to.
  • Directs the development of short-term and long-range plans and budgets based upon corporate goals and growth objectives.
  • Strategically solves problems that encompass the larger view of the organization and establish goals/objectives/policies and procedures utilizing an understanding of organizational objectives.
  • Prepares for and participates in a lead role during surveys conducted by outside agencies, providing direction and guidance to peers during survey and to address all corrective actions related to survey outcomes.
  • Maintains compliance with regulations governing health care facilities and the rules of accrediting bodies by monitoring operations and initiating changes where required.
  • Assists in recruitment and retention of medical staff and department heads adequate to meet the needs of the facility and patient care and regulatory requirements and establishes and maintains levels of current competency in the staff necessary to meet corporate, state and regulatory standards.
  • Directs, in conjunction with the Leadership Team, the implementation and maintenance of a facility-wide quality assessment and performance improvement plan in consultation with the department heads and medical staff.
  • Provides leadership on a regular basis to department heads and medical staff, recommends compensation adjustments, and when necessary, provides counseling or discipline to department head staff within disciplinary guidelines and corporate procedures.
  • Monitors aspects of the facility budget on a yearly, monthly and daily basis as required.
  • Prepares detailed facility performance reports as requested by the CEO.
  • Consults with the Chief Medical Officer on a regular basis and with Program Directors as necessary and appropriate.
  • Adheres to all corporate and facility deadlines, and ensure a current awareness of corporate-wide goals and objectives.
  • Adheres to facility, department, corporate, personnel, and standard policies and procedures.
  • Attends all mandatory facility in-services and staff development activities as scheduled.
  • Supports facility-wide quality/performance improvement goals and objectives.
  • Maintains confidentiality of facility employees and patient information.

Qualifications

QUALIFICATIONS

Education: Masters Degree in a behavioral health, psychology, social work, counseling or related field required.

Licensure: Independent licensure or WA State clinical licensure preferred.

Experience: A minimum of five (5) years experience in a health care management position with extensive experience in behavioral health care by providing executive leadership over day to day operations including direct accountability to develop and execute business strategies; provide leadership for quality of care, staff development, maintenance of license and accreditations, financial performance and process improvement strategies.

In addition, detailed knowledge of psychiatric and chemical dependency treatment issues.
