Responsibilities

MTSI is seeking a Maintenance Information System (MIS) hardware and software Subject Matter Expert (SME) with a TS/SCI clearance to support a Government Office at Joint Base Langley-Eustis in Virginia. The selected candidate will be responsible for researching and defining requirements, collaborating with Air Force program managers and industry experts across multiple domains including air, space, and cyber to develop innovative solutions for early-stage weapon systems and sub-systems. This position, based in the Hampton, VA area, requires extensive experience in the development and acquisition of both classified and unclassified computer systems, as well as a strong background in operations and maintenance.

Responsibilities:

Your essential job functions will include but may not be limited to:

* Act as the technical expert on Maintenance Information System integration across multiple IT enterprises, providing essential support to the Systems Management Office (SMO).
* Assist in the development, delivery and sustainment of aviation capability for the US Air Forces
* Engage with DoD and industry partners to manage air system contractors' cost, schedule, and performance while interfacing with AFLCMC, AFRL, other services, qualification organizations, and industry in support of the SMO.
* Lead the acquisition and implementation of Maintenance Information Systems, ensuring alignment with operational needs and regulatory/USAF guidelines.
* Define and refine system requirements, translating mission objectives into actionable technical specifications for seamless integration.
* Establish and oversee Tables of Allowances (TOA), optimizing resource allocation to enhance system efficiency and operational readiness.
* Develop and articulate Capability Need Statements (CNS) to drive innovation and inform future system enhancements.
* Outline manpower requirements, ensuring the right expertise is in place to support system sustainment and operational effectiveness.
* Spearhead site activation efforts, coordinating logistics, infrastructure, and personnel placement to ensure seamless deployment.
* Participate in Site Activation Task Force (SATAF) initiatives, working closely with Air Force ACC Basing and Communications to ensure system readiness and operational support.
* Maintain awareness of cybersecurity considerations to support system integrity, while focusing on operational effectiveness and compliance.
* Advocate for intuitive Graphical User Interface (GUI) development, enhancing user experience and accessibility for personnel.
* Contribute to the development of the Logistics Capability Support Plan across all levels of maintenance, ensuring the inclusion of all necessary product support documentation.
* Represent the Supportability Integrated Process Team in acquisition planning and sustainment efforts, including deployed maintenance planning.
* Support the development of aircraft systems including general (APG), low observable (LO), avionics, utilities, subsystems maintenance, and weapons and munitions by optimizing expertise, capabilities, and logistics infrastructure across both commercial and organic activities to deliver the best value support.
* Possess in-depth knowledge of acquisition pathways and the, ensuring compliance with DoD procurement regulations and effective capability development.
* Assist in USAF Program Objective Memorandum (POM) and Planning, Programming, Budgeting, and Execution (PPBE) process


Qualifications

* 10 years of aircraft maintenance experience (Fighter)
* 8 years of SATAF experience
* 4 years of Joint Capabilities Integration and Development System (JCIDS) process
* 4 years of software and hardware development
* 4 years of MAJCOM staff experience
* 4 years' experience in requirements or government acquisition
* 4 years of SAP experience (within the last 6 years required)
* 3 years of DoDI 5000.87 acquisition

Education:

* Bachelor's degree

Even better if you have these desired skills:

* 5th Gen and LO experience
* TPFDD or Force Design Experience
* Facility Requirements Development

Clearance Requirements:

* Clearance Required: Top Secret with SCI
* Please Note: U.S. Citizenship is required for this position, due to contract requirements.
* Travel: Position requires up to 30% travel to CONUS/OCONUS areas
