Assistant Controller

The Salvation Army Midland Division Headquarters located in St. Louis, Missouri is looking for an Assistant Controller! This position is expected to advance and support the Mission of The Salvation Army. Responsible for developing, implementing, monitoring, and controlling the financial activities of The Salvation Army Midland Division, under the direction of the Divisional Executive Director of Business. Position is expected to comply with and meet The Salvation Army, Federal, State and Local policies, and standards.

This is a full-time 40 hour per week position.

Essential Functions

1. Maintain an awareness of accounting policies, procedures and Territorial Finance Minutes to include functions of insurance and payroll.

2. Responsible for training of accounting staff and manage all aspects of accounting operations. Conduct department staff meetings to ensure use of effective internal controls and accounting procedures are followed. Communicate revised policies in a timely fashion. Approve time sheets and time off requests. Cover for extended staff shortages within Finance Department.

3. Responsible for analyzing and correcting problems with accounting systems and provide support for accounting staff throughout Midland Division.

4. Review & maintain all financial statements and general ledgers for accuracy and initiate corrections to ensure timely, accurate financial statements including detailed management reports in accordance with GAAP for nonprofit organizations.

5. Prepare end of year tax grants calculations and issue checks for quarterly estimated payments to taxing authorities with correct social security numbers provided for all Corps Officers in Midland Division. Work with payroll to ensure accurate tax grant reporting of Officers to Divisional general ledgers. Revalue "fair rental value of Officers quarters on a biyearly basis. Provide THQ with requested tax grant information.

6. Review resumes, interview, test potential employees and make recommendations of hire

7. Assist Corps Officers/Unit Administrators with analysis and understanding of financial statements and cash management decisions.

8. Prepare budget setup information for initial and revised budgets for Corps Officers/Unit Administrators.

9. Assist Corps Officers/Unit Administrators with budget preparations and budget revisions.

10. Review/Revise and with Corps Officers, prepare Corps budgets for accuracy and attainability before submitting to DFB for approval.

11. Maintain Unclaimed Property files.

12. Maintain Temporary Restricted Income.

13. Upload checks to bank Positive Pay website.

14. Prepare United Way budgets, quarterly and year end reports as required by United Way.

15. Maintain Accounting operations manual and revise written policies as needed. Analyze and report problems with accounting software to THQ USC Support.

16. Maintain Chart of Accounts for Midland Division by creating needed accounts and setting up new accounts in accounting software.

17. Maintain, develop, and update spreadsheets for use in budgets and other reporting tools.

18. Prepare monthly consolidated Corps financial reports, City Fund financial package and General Fund financial reports for distribution to key financial statement users, including DFB & the Finance Committee of the St. Louis Advisory Board. Attend Advisory Board/Councils and Corps Council meetings as requested.

19. Perform monthly analysis and report financial trends and problems of Corps in the Midland Division.

20. Act as liaison between Corps and divisional accounting and approve all journal entries and bank statement reconciliations.

21. Prepare financial piece of annual Missouri Housing Trust application for City Fund and Missouri Corps.

22. Assist with year-end business seminar tract and supply handouts.

23. Supervise and authorize monthly and year end closings.

24. Prepare documentation and schedules for external audits. Interface with external auditors and coordinating the preparation of information relating to the annual audits and the completion of requests from external and internal audits.

25. Prepare year end elimination entries for annual consolidation and external audits.

26. Balance Year End USDA donated food with STL Food bank prior to year-end closing.

27. Maintain and protect check-signer's digital signatures.

28. Perform all accounting duties & assist in budgeting process for the St. Louis Women's Auxiliary.

29. Perform all accounting duties & assist in budgeting process for TSA-Echelon.

30. Maintain all accounting duties for Divisional Payroll Ledger.

31. Perform internal audits as assigned.

Education and Experience

Bachelor's Degree in accounting or related field with four years' experience in accounting with a thorough understanding of accounting concepts and the accounting cycle. Combination of experience and training will be considered. Must have one year of supervisory experience. Fluent in computer us with experience in spreadsheet, word processing and computerized accounting systems. Must be a team player, self-starter, display attention to detail and be able to work with a team with demonstrated ability to think independently and exercise sound judgment. Must maintain confidentiality.
