Capgemini Government Solutions (CGS) LLC is seeking highly motivated and experienced Senior Financial Analyst to join our team to support our government clients. The successful applicant will have understanding and ability to perform all phases of the Federal Planning, Programming, Budget, and Execution (PPBE) administration.

The chosen candidate has the required knowledge and skill in applying budget-related laws, regulations, policies, precedents, methods, and techniques. This typically involves analytical, technical, and administrative duties in one or more phases of the budgetary process (e.g. budget formulation, justification, and presentation; funding and execution of programs).

Job Responsibilities
As a Senior Financial Analyst, you will:
* Review budget proposals and funding requests
* Conduct cost/benefit and other types of financial analyses
* Make forecasts for future budget needs (e.g. Presidential Budget (PB) and Program Objective Memorandum (POM))
* Submit budget recommendations for client decision on funding requests
* Justify recommendations to management and stakeholders
* Collaborate with managers to develop final consolidated budget
* Ensure the organization's budget adheres to legal regulations
* Provide financial analysis and prepare status of funds reports, identifying over or under performing programs
* Provide quick responses to ad hoc financial data calls
* Identify and recommend improvements to increase efficiency
* Prepare periodic and special financial reports for Senior Executive Service/Flag Officer levels
* Liaise with internal and external Action/Requirements Officers
* Evaluate proposed budgets/spend plans to allocate funding to Programs of Record
* Analyze obligations and expenditures
* Implement budget programs, policies, and procedures in support of client's mission

Required experience:
* U.S. Citizenship is required.
* An Active Secret Government Security Clearance.
* Bachelor's degree or Equivalent experience.
* 7+ years of financial analysis experience
* Ability to work onsite in Arlington, VA
* Advanced knowledge of various financial reports and ability to provide analysis on data reported
* Ability to efficiently generate both routine and non-routine reports, charts, and graphs
* Intermediate MS Excel skills (ability to create charts, vlookups, pivot tables, formulas, filters)
* Ability to comprehend business and financial data collection techniques
* Knowledge of the PPBE/POM planning cycle for DoD to include Capability Programming Guidance and Defense Planning Guide
* Ability to produce Spruill Charts and status of funds reports
* Knowledge and Experience of Financial Reporting systems and the ability to mine data from these systems for the purpose of analysis and reporting
* Ability to prepare Budgeting Reports including PB and POM

Desired experience:
* Familiarity with Department of Navy Human Resources Information Technology systems and OPNAV Action Officer experience
* Ability to prepare status of funds reports identifying over and under executing programs
* Knowledge and Experience with the following Financial Reporting systems: Program/Budget Information System (PBIS), Program/Budget Information System - Information Technology (PBIS-IT), Corporate Automated Resource Information System (CARIS), Intelligence Workbook, and the ability to mine data from these systems for the purpose of analysis and reporting
* Advanced MS Excel (intermediate plus the ability to perform advanced data analysis such as trend lines, forecasts, etc.)
* Experience with Defense Business System Financial Management

At Capgemini, it is not typical for an individual to be hired at or near the top of the range for their role. The base salary range for the tagged location is $110K-$155K.

This role may be eligible for other compensation including variable compensation, bonus, or commission. Full time regular employees are eligible for paid time off, medical/dental/vision insurance, 401(k), and any other benefits to eligible employees.
