Position Summary:

Oasys is seeking a Computer Systems Analyst to support the United States Coast Guard (USCG) at the Aviation Logistics Center (ALC)-Information Systems Division (ISD). The Computer Systems Analyst will play a key role in analyzing, designing, testing, and improving enterprise IT systems supporting logistics, finance, and operations across a mission-critical DevSecOps environment. The candidate must demonstrate hands-on experience with system lifecycle methodologies, data modeling, integration, and business process improvement.

This position supports the execution of Agile development, system modernization efforts, and compliance with federal IT and cybersecurity frameworks.

Primary Responsibilities:

  • Participate in the full system development life cycle (SDLC), including requirements gathering, design, system modeling, documentation, testing, implementation, and support.
  • Analyze user requirements, business processes, and existing system capabilities to propose enhancements and new technical solutions.
  • Perform systems modeling, interface design, and data integration analysis across enterprise platforms and applications.
  • Develop and maintain documentation, including user manuals, system architecture, SOPs, data dictionaries, test plans, and training materials.
  • Support Agile backlog refinement, sprint planning, and requirements traceability using Jira, Confluence, and Bitbucket.
  • Design and execute integration, regression, and validation testing for new and existing system components.
  • Evaluate and recommend Commercial Off-the-Shelf (COTS) or Government Off-the-Shelf (GOTS) software tools as part of modernization planning.
  • Conduct configuration management, version control, and quality assurance in coordination with development and IA teams.
  • Provide troubleshooting, helpdesk escalation support, and technical liaison services to ensure system functionality and end-user satisfaction.
  • Contribute to the development and maintenance of ATO documentation, cybersecurity compliance, and system accreditation artifacts.
  • Research and assess emerging technologies to support innovation and digital transformation efforts within the ALC-ISD environment.
  • Participate in Change Request reviews, stakeholder meetings, and configuration control boards (CCBs).
  • All other duties as assigned by management.

Skills/Qualifications:

  • Strong understanding of system design, data modeling, integration testing, and software/system lifecycle processes.
  • Hands-on experience with enterprise data platforms and reporting tools (e.g., SAS DI Studio, Cognos, SQL, Ingres, Oracle).
  • Familiarity with Agile development and DevSecOps principles, and experience using collaborative tools like Jira and Confluence.
  • Excellent analytical, communication, and documentation skills.
  • Ability to interpret technical requirements and translate them into actionable system specifications and development tasks.
  • Knowledge of federal cybersecurity, system accreditation, and IT compliance requirements is a plus.

Education/Experience Requirements:

  • Bachelor's degree or equivalent in Electrical Engineering, Mechanical Engineering, Computer Science, Management Information Systems, Systems Engineering, or Electrical Engineering Technology.
  • Minimum of five (5) years of related experience in designing, writing, and testing computer programs or database development.
  • Experienced in principles, practices, or procedures used in phases of life cycle applications and systems development, engineering, programming, or analysis
  • Demonstrated experience working in support of federal government enterprise applications preferred.

Clearance:

  • U.S. citizenship required
  • Must have or be eligible to obtain a Position of Public Trust or DoD Secret Clearance.

Certification Requirement

  • CompTIA Security+
  • Additional certifications (Network+, AWS Certified Cloud Practitioner, Microsoft Azure Fundamentals, ITIL Foundation, or similar certifications) are a plus.
