The Director of Sourcing, Local Development reports into the Executive Director of Sourcing & Procurement and has 4 key responsibilities:

First, act as the JHHS Supply Chain Liaison to HopkinsLocal Baltimore, HopkinsLocal National Capital Region and BLocal. In this responsibility, the Director of Sourcing, Local Development will use sourcing, business development, analytics, and project management skills to (1) quantify qualifying JHHS spend under both programs (2) identify opportunities that bring value to JHHS with vendors located and operational within the jurisdiction of Baltimore City, Maryland, for the purpose of increasing JHHS spend with such vendors; and (3) provide support and technical assistance to retain and expand existing JHHS Baltimore City vendor businesses, and manage, track and maintain communication for a portfolio of sector stakeholders, particularly existing and emerging sector businesses.

Second, develop, execute, and sustain a program that tracks JHHS spend with local businesses. Such program should include means of credentialing suppliers, establish key performance indicators (KPI's) that include spend, service performance, number of individuals employed through the supplier and the number of employees that obtain health insurance through the suppliers (i.e. covered lives), , and other metrics as appropriate that extend beyond dollars and include other means of demonstrating the program's success in supporting local business development as a means of ensuring a robust local economy surrounding the JHHS healthcare campuses.

Third, develop, execute, and sustain a process that monitors local spend opportunities through the administration of TealBook, the Johns Hopkins Enterprise solution for providing visibility to spend by zip code and illumination of potential opportunities to award additional business to local suppliers.

Fourth, act as the JHHS Supply Chain Liaison to local colleges with whom JHHS supply chain seeks a meaningful recruiting partnership. These responsibilities include the development and execution of sustaining annual internship programs within JHHS supply chain.

As appropriate, and with the guidance and oversight of the Executive Director for Sourcing, the Director of Sourcing, Local Development will represent JHHS Supply Chain at the Baltimore Development Corporation, Baltimore City Government and, within sector organizations, universities with whom supply chain is establishing partnerships, local, regional and national events.

Qualifications:




  • Relevant bachelor's degree is required. Master's degree or equivalent experience is preferred
  • 8 years of experience managing in strategic sourcing, procurement, or contracting programs and projects that must include:
  • Minimum four (4) years' experience implementing large, complex projects
  • Minimum three (3) years' experience working on project(s) involving project life cycle methodologies
  • Minimum three (3) years' experience managing project budgets
  • Minimum of two (2) years' experience managing large programs with multiple project work streams
  • Minimum four (4) years' experience leading project teams.
  • Minimum of 2 years in business development or managing and promoting local suppliers within a supply chain or healthcare setting


Salary Range: $155,000 per year - $200,000 per year. Compensation will be commensurate with equity and experience for roles of similar scope and responsibility.
