Overview:

The Distribution Quality Control Specialist is responsible for managing the quality program under the Distribution Expeditionary Capabilities (DECAP) contract, ensuring compliance with contract requirements and maintaining high standards of operational performance. This role involves quality program planning, evaluation, issue resolution, technical advisory services, and conducting quality control surveillances of processes, procedures, and Audit Readiness Internal Controls. The specialist utilizes the Warehouse Management System (WMS) and other Government Data Systems and must be capable of global deployment within 48 hours to support emerging DLA requirements.

Primary Responsibilities:

  • Quality Program Management: Develop and manage quality program planning, including:
    • Establishing quality control procedures to ensure conformance to contract requirements.
    • Evaluating systems and analyzing data to identify areas for improvement.
    • Providing technical advisory services to enhance operational efficiency and compliance.
  • Quality Control Surveillances: Perform surveillances of processes, procedures, and conformance to contract requirements, including:
    • Conducting inspections based on Audit Readiness Internal Controls as quality control criteria.
    • Documenting findings and recommending corrective actions to resolve quality issues.
  • Data System Utilization: Use WMS and other Government-Furnished Data Systems to monitor and evaluate quality metrics, ensuring accurate and timely reporting.
  • Issue Resolution: Identify and resolve quality issues, collaborating with the Program Management Office (PMO), and DLA representatives to implement effective solutions.
  • Global Deployment: Be prepared to deploy globally within 48 hours of notification to support emerging DLA requirements, ensuring rapid response to mission-critical needs.
  • Process Improvement: Recommend and implement changes to improve quality control processes, aligning with DLA's standards and Team Olgoonik's quality objectives.
  • Collaboration: Work closely with cross-functional teams to share insights and contribute to quality improvement initiatives within the PMO.
  • Training Support: Assist in training Contractor personnel on quality control procedures and data system usage, as needed, to ensure consistent performance.
  • Additional Duties: Perform all other related duties as assigned or requested by the Program Manager.

Supervisory Responsibilities:

  • No direct supervisory responsibilities but may provide guidance to team members during quality surveillances and training activities.
  • Collaborate with supervisors and leads to ensure quality standards are met across project tasks.

Education and/or Experience:

  • Minimum Qualifications:
    • Four (4) years of experience in quality control or quality assurance, with expertise in evaluating systems, analyzing data, and establishing quality control procedures.
    • One (1) year of experience using WMS or similar Government Data Systems in a distribution or logistics environment.
  • Preferred Qualifications:
    • Bachelor's degree in Quality Management, Business Administration, Logistics, or a related field.
    • Experience with DLA-specific quality control processes, including Audit Readiness Internal Controls.
    • Certification in quality management (e.g., ASQ Certified Quality Auditor, Six Sigma Green Belt).

  • Quality Expertise: Proficient in quality program planning, evaluation, and issue resolution, with a strong understanding of quality control procedures.
  • Technical Proficiency: Skilled in using WMS and other Government Data Systems to monitor and report quality metrics.
  • Analytical Skills: Strong ability to analyze data, evaluate systems, and identify quality issues, with a focus on actionable solutions.
  • Global Mobility: Ability to deploy globally within 48 hours, with adaptability to diverse operational environments.
  • Communication: Excellent verbal and written communication skills to document findings, provide technical advice, and collaborate with stakeholders.
  • Teamwork: Positive attitude and ability to work collaboratively within the PMO and with DLA representatives.
  • Attention to Detail: Meticulous focus on detail to ensure accuracy in surveillances and compliance with contract requirements.

Certificates, Licenses, Registrations:

  • Must be a U.S. citizen.
  • Must possess a valid U.S. passport.
  • Must possess a valid U.S. driver's license.
  • No additional certifications required.

Security Clearance:

  • Must be able to obtain and maintain a U.S. Government SECRET clearance throughout employment.

Work Environment:

  • General office and warehouse environment, with exposure to quality control inspection areas.
  • Frequent domestic and international travel may be required, including rapid deployment within 48 hours to support global DLA requirements.
