Washington County Developmental Disabilities Division, under the Health and Human Services (HHS) Department, is hiring a full-time Program Specialist. To join the Q&A Sessions, please use this link: Join the meeting now About the Opportunity: The primary responsibilities for this position include, but are not limited to:
- On a monthly basis, process and submit payment for clients on behalf of Service Coordinators using online banking system and eXPRS.
- Serve as a primary contact for Personal Support Workers and Common Law Employers. Provide technical support to Personal Support Workers, Common Law Employers, Service Coordinators and peers on the administrative staff team regarding the technical aspects of authorization and payment of services.
- Process Personal Support Worker time sheets via the State payment system, eXPRS, and assist Personal Support Workers with needed corrections, resubmissions, and troubleshooting.
- As a subject matter expert, provide advanced level of support and training of the State payment and reporting system, eXPRS.
- Coordinate, assist, and ensure compliance with the program's policy and procedures.
- Provide consultation and technical assistance and/or training to County staff.
- Interpret, implement, and participate in the evaluation and development of internal policies and procedures related to the Developmental Disabilities program.
- Provide a high level of customer service to diverse audiences, specifically racially, ethnically, and socioeconomically diverse communities through a variety of different mediums; including but not limited to: telephone, email, mail, face to face, virtual setting, or in a collaborative office environment.
- Act as a liaison between the program, other county departments, local agencies, state agencies, service providers, and the public.
- Respond to requests and provide information to the public or other employees by phone or in person to ensure compliance and understanding of the Developmental Disabilities program rules, regulations or functions; listen to questions and either explain procedures according to program guidelines or refer individual to another appropriate source. Investigate and research complaints and recommend corrective action as necessary to resolve issues. Develop training materials and/or informative handouts.
- Copy, compare, and compile data to produce reports for supervisors and Service Coordinators by checking data, making necessary corrections, and producing data in final form.
- Compose, prepare, and verify the accuracy of a variety of materials which may include correspondence, meeting minutes, reports, contracts, forms, and other documents according to established procedures and statutes.
- Provide administrative support to Developmental Disabilities Division units as needed.
This position may be eligible for a hybrid and/or alternative work schedules.

We are looking for someone who enjoys helping the public and problem solving. The ideal candidate has the ability to be resourceful and proactive and work independently. They will have advanced technical computer skills, excellent customer service skills, and the ability to prioritize, multi-task, and work under pressure. They will also have the ability to train others, be a subject matter expert, identify inefficiencies and areas of improvement within the program, and help resolve them. In this position, it is essential to have the ability to collaborate and provide customer service to diverse individuals, specifically racially, ethnically, and socioeconomically diverse communities. This is done through a variety of different mediums; including but not limited to: telephone, email, mail, face to face, a virtual setting, or in a collaborative office environment. Additionally, the ability to learn and comprehend web-based systems and databases, as well as the Microsoft 365 products, is crucial in this position.

MINIMUM QUALIFICATIONS

Education and Experience:
- An Associate's Degree in a social service, business administration, or related field; AND One (1) year of work experience in program administration, development, evaluation, or coordination, and /or contract administration;
OR - Three (3) years of work experience in program administration, development, evaluation, and/or contract administration.
