Essential Job Responsibilities:
The Union Payroll Manager ensures accurate and timely payroll processing, compliance with payroll laws, tax and legal filings. This is a hands-on role, processing payroll and reviewing various payroll related processes at various locations. They prepare payroll files for timely payments to agencies for garnishments and collections, process payroll information including earnings, taxes, deductions, adjustments, and manage all payroll procedures. They ensure conventional, cruise, and container division terminal employees are paid in accordance with union contracts and approved exceptions, promptly. Essential Responsibilities:
- Direct the development and implementation of new payroll reporting and analysis systems, and departmental policies and procedures.
- Review all payroll and payroll reports and resolve issues prior to preparing the weekend, month-end, quarter-end and year-end reports.
- Prioritize, review and approve all billable payrolls before sending them to billing departments.
- Ensure payroll staff research and resolve any shortage claims from the terminal, union association, or directly from the payee.
- Maintain accurate interfaces between ILA dispatching systems and time and labor system.
- Maintains accurate CBAs pay rates in time and labor database and payroll system.
- Prepares and processes payroll related information and calculates earnings, adjustments, retro-active payments for multi-state payroll.
- Manage workflow to ensure all payroll transactions are processed accurately, on time, while staying compliant with tax authorities and the union.
- Reconcile and record gross to net payroll prior to transmission and validate confirmed reports.
- Review and approve all non-benefit payroll-related payments including local and International Dues, PAC, etc.
- Ensure compliances are met for unclaimed property payroll checks.
- Process accurate and timely required regulatory reporting when necessary (W-2, W-2c, etc.)
- Develop ad hoc financial reporting in payroll and/or time and labor system as needed.
- Process manual checks through payroll system (currently using ADP checkmate and EV5).
- Ensure accuracy on I-9 verification.
- Ensure that employee level information is entered into and maintained in payroll and time and labor system timely and accurately (new hires, transfers, terminations, pay changes, W-4, direct deposit)
- Effective communication skills to navigate interactions with employees and managers at all levels of the organization.
- Prepare and maintain various checklists to ensure manual checks, union payments, and billing have been processed.
- Provide payroll documentation and reports to auditors or other work groups to support special projects as needed.
- Provide banking with payroll figures each week after processing the payroll.
- Act as primary contact for raising and resolving issues with ADP.

Qualifications:
Qualifications:
- Associate's degree preferred.
- 5-7 years' experience processing multi-state payroll.
- Experience with ILA CBAs and ILA payroll.
- Experience in processing high volume complex payroll in 5+ states.
- Weekend work may be required depending on operations and contract close.
- Strong knowledge of federal, state and local regulations.
- Strong PC and Excel skills.
- Working knowledge WFM timekeeping, ADP - EV5.
- Strong work ethic and collaborator.
- Ability to deal sensitively with confidential material.
- Strong interpersonal (verbal and written) communication skills.
- Ability to communicate with various levels of management.
- Strong decision-making, problem-solving, and analytical skills.
- Strong organizational, multi-tasking, and prioritizing skills.
- Must be able to work under weekly deadline pressures, including monthly, quarter end and year end activities related to payroll, accounting and billing.
