The State Highway Administration's (SHA) Office of Real Estate is currently recruiting for a Real Property Manager position in Baltimore City. This position is open to anyone who meets the minimum qualifications listed below. The resulting list of eligible candidates will be used to fill this vacancy and may be used to fill future vacancies in this classification.

Nature of work:
The main purpose of this position is to manage the Property Asset Management Division, which includes a staff of Real Property Specialists and two Real Property Supervisors, along with outside consultants who may be assigned duties throughout the state of Maryland. The Real Property Manager manages and oversees the implementation and coordination of sales and leasing of properties, as well as road transfers between SHA and counties, and the release of real property interests in accordance with the needs of the Administration. Additionally, this division manages and maintains several databases that maintain the inventory of SHA's real estate assets and the processing of extra state-owned properties for disposal. This requires a thorough knowledge of federal, state, and local laws as they relate to the sale and rental of state-owned land, in addition to ethical standards of professional right-of-way practice and Transportation Service Human Resource System (TSHRS) policies and procedures.

Qualifications

Minimum Qualifications:

Education: Possession of a bachelor's degree from an accredited college or university.

Experience: Eight (8) years of experience in providing real estate services, two (2) years of this experience must have involved supervising other employees and/or consultant staff functioning as Real Property Specialists or managing real estate projects or reviewing appraisals.

Preferred Qualifications:
The ideal candidate should possess the following:

  • Excellent negotiating skills.
  • Superior managerial skills.
  • Excellent written and oral communication skills

Notes:

1. Additional experience in professional or technical real estate work may be substituted on a year-for-year basis for the required education.

2. U.S. Armed Forces military service experience as defined under the Minimum
Qualifications may be substituted for the required education and experience on a year-for-year basis.

Special Requirements:

  1. Employees may be subject to state-wide assignments, which may occasionally require overnight travel.
  2. Employees must be willing and available for duty at such hours, day or night, as may be required in order to respond to agency operations.
  3. Employees are required to maintain a reliable communication link (telephone or pager) for the purpose of emergency call back requirements.
