Overview

We are seeking a senior-level Sr. Business Process Improvement Specialist to support the Defense Health Agency (DHA). This role will lead structured efforts to analyze, streamline, and improve data governance, analytic workflows, and cross-functional performance management practices. The Specialist will support enterprise transformation objectives through the implementation of evidence-based process improvement methodologies, process governance frameworks, and performance evaluation mechanisms. This role emphasizes collaboration with multiple functional areas-data management, information delivery, measure development, and analytics-to establish optimized and repeatable business processes that enhance decision-making and improve outcomes across the Military Health System (MHS).

Responsibilities

Key Responsibilities:

    Lead business process improvement and reengineering efforts focused on optimizing workflows across data governance, knowledge management, analytics, and reporting functions.

  • Conduct maturity assessments of analytic and data management capabilities; identify process bottlenecks and propose process redesign or automation approaches.

  • Support the development of enterprise Key Performance Indicators (KPIs) and structured frameworks to evaluate performance improvement initiatives.

  • Design and implement governance mechanisms aligned with the Data Administration Management Association (DAMA) framework and other industry best practices.

  • Facilitate workshops and cross-functional engagements with stakeholders to identify process inefficiencies, establish standard operating procedures, and develop improvement roadmaps.

  • Collaborate with teams to ensure enterprise measures are supported by optimized data flows and analytic processes.

  • Contribute to the development and sustainment of dashboards, workflows, and continuous improvement initiatives supporting clinical and business performance.

  • Document process baselines, target states, and improvement plans using process modeling and mapping tools; ensure proper version control and traceability.

  • Provide training, mentoring, and guidance on process improvement methodologies and tools.



Qualifications

Minimum Requirements:

  • Bachelor's degree in Business, Industrial Engineering, Public Health, or a related field; advanced degree preferred.

  • 10+ years of experience in process improvement, Lean Six Sigma, or business transformation within healthcare or federal government environments.

  • Formal training or certification in process improvement (e.g., Lean Six Sigma Green or Black Belt).

  • Experience applying process improvement techniques to large-scale data and analytics environments.

  • Strong facilitation, documentation, and change management skills.

  • Familiarity with process modeling tools and data pipeline/ETL concepts.

  • Excellent written and verbal communication skills, including executive-level briefings.

  • Ability to obtain and maintain a Secret clearance.

Preferred Qualifications:

  • Experience supporting DHA, MHS, or other federal healthcare organizations.

  • Experience implementing process governance frameworks aligned with DAMA, CMMI, or similar.

  • Familiarity with analytics platforms (e.g., Power BI, Tableau, SAS), and SharePoint-based knowledge management systems.

  • Experience working in Agile environments and with performance management systems.

  • Training in project or change management (e.g., PMP, Prosci).
