Job Summary:
- Development and implementation of Procurement Strategy for each Capital Project in alignment with Proposal and Project team.
- Assure the procurement activities and goals of the PE department are being met, Lead sourcing activities including RFI, RFP, RFQ and contract development.
- Build, manage, and execute category strategies to increase and maximize value generation for the organization by working in a collaborative manner with Procurement Strategic Sourcing.
- Collaboratively with Procurement Strategic Sourcing, implement & drive category management processes across the commodity portfolio, actively managing the spend and suppliers within the category:
- Plants and production which includes all capital projects managed by Engineering and Execution (major capex projects, plant turnarounds, relief, etc.)
- Liaison between Project Execution and Procurement Strategic Sourcing to build strong relationships, prioritize efforts and deliver on projects. Ensure that Procurement Systems support needs and goals of Capital Projects.
- Manages strategic vendor relationships and performance to ensure delivery of service, quality, cost and supply commitments.
- Understand industry trends and technology innovations that can be leverage within Messer PE

Principal Responsibilities
- Ensure efficient and timely procurement of all covered commodities in support of Messer's capital project program.
- Achieve Project Targets (Safety, Quality, Schedule, Budget) and Procurement goals and KPI's
- Lead the expediting function in Project Execution
- Develop a team of commodity experts
- Hire and develop talented people to manage the different commodities within the category
- Develop training plans and drive continues learning opportunities
- Support in the development of talent pipeline within the Category
- Develop strategic sourcing plans for the negotiations, execution, and ongoing administration of agreements for all major purchases
- Develop an environment within suppliers to achieve the most value for Messer (cost, schedule, quality).
- Provide expertise in the development and deployment of negotiations and risk management strategies for the commodities managed and/or major projects for all business sites
- Monitor and develop contract management strategies for the administration of agreements within the commodities scope
- Understand Industry trends and technology innovation
- Monitor industry trends, and provide expertise in the development and application of best practices
- Work collaboratively with the business in the development of new suppliers and innovation opportunities
- Assist vendors and field personnel in research and reconciliation of past due invoices.
- Seek out opportunities for continuous improvement, increasing knowledge of the business, systems, procurement, and finance department responsibilities.
- Ensure that where appropriate contracts exist which provide suitable levels of risk mitigation and prevention. Negotiate supply agreements with key suppliers within the Category

- Ensure staff and suppliers act in accordance with all appropriate safety legislation and guidelines.
- Work with suppliers and internally to ensure that they comply with the Ethical Purchasing Policy,
Basic Qualifications:
- Undergraduate degree in Business, Engineering or Supply Chain required
- 8+ plus years procurement experience with exposure to the commodity in scope (engineering, capital equipment, construction services) or extensive experience in Capital Project Execution.
- Advanced industry knowledge, with demonstrated experience in contract development and negotiations
- Experience in financial analysis for long-term supply contracts and capital projects, including structured financing
- Experience of initiating & implementing change within an organization
Preferred Qualifications:
- Master's degree in Business or Supply Chain preferred
- Fluent in English; additional languages a plus
