Responsibilities
Keysight Technologies is seeking a highly motivated and detail-oriented individual to serve as a dual-role Facility Security Officer (FSO) and Information System Security Officer (ISSO). This position ensures compliance with federal government security requirements for both physical facilities and classified information systems under the National Industrial Security Program (NISP), Risk Management Framework (RMF), and other applicable regulations. This is a critical role combining physical, personnel, and information system security responsibilities to protect classified and sensitive information. This individual will be supporting high-growth industries as a member of the Aerospace, Defense and Government Solutions (ADGS) business unit. Key Responsibilities: Facility Security Officer (FSO) Duties:

- Administer and maintain compliance with the 32 CFR Part 117, National Industrial Security Program Operating Manual (NISPOM) Rule, and other applicable government regulations
- Manage the day-to-day security operations of the cleared facility, including visitor control, access authorization, alarm response, and security education/training programs
- Serve as the primary liaison/POC with DCSA and on-site/local cleared personnel
- Conduct self-inspections to ensure continued compliance with NISPOM
- Maintain facility clearance (FCL) requirements, prepare for and lead Defense Counterintelligence and Security Agency (DCSA) inspections, and develop corrective action plans as needed
- Perform Security Risk Assessments to identify and remediate/mitigate potential threats and vulnerabilities
- Maintain site-specific Standard Practices and Procedures (SPP)
- Support site-specific security needs and enhancement requests
- Provide backup and redundancy to Corporate FSO, including addressing urgent requests within Defense Information System for Security (DISS) or National Background Investigation Services (NBIS)
- Act as local POC for Corporate Communications Security (COMSEC) manager
Information System Security Officer (ISSO) Duties:

- Ensure the confidentiality, integrity, and availability of classified information systems in accordance with RMF, NIST SP 800-53, and DoD cybersecurity policy.
- Work closely with Information System Security Manager (ISSM) and engineering teams to implement security controls, manage secure configurations, and maintain continuous monitoring and logging of accredited systems
- Support system risk assessments, vulnerability scanning, patch management, and incident response activities.
- Manage account creation, modifications, authentication and access controls for multiple systems supporting multiple programs.
- Monitor system logs, review security events and report incidents
- Provide security guidance and training to system users and administrators.

- In-depth understanding of the NISPOM, RMF, NIST, and DoD cybersecurity frameworks
- Strong analytical and organizational skills

- Ability to work independently and manage multiple security functions simultaneously and effectively
- Team player with a high degree of integrity, discretion, and confidentiality
Qualifications
Qualifications:
- Clearance: Active or recently active Secret clearance highly preferred. Top Secret or SCI eligibility preferred.
- Education: Bachelor's degree in cybersecurity, information technology, security management, or a related field (or equivalent experience).
- Certifications (preferred):
- FSO Program Management for Possessing Facilities (CDSE)
- Certified Information Systems Security Professional (CISSP), Security+, or similar DoD 8570 baseline certification
- Experience:
- Minimum 3-5 years of experience in industrial security, cybersecurity roles or a related field
- Familiarity with eMASS, DISS, NISS, and other DoD security systems
- Experience conducting security audits, vulnerability assessments, and incident investigations
