Consultant Scope of Work (SOW)

Title: ATF ESS Field Coordinator - FEMA Region VI

Client: Global Systems Engineering (GSE)

Location: FEMA Region VI RRCC - Denton, TX (with travel across TX, LA, AR, OK, NM) and emergency activation sites around the country and U.S. territories.

Period of Performance: Beginning in July 2025, with an initial duration of six months and an option for renewal.

Clearance Requirement: US Citizen with Active or eligible for Secret Clearance

Classification: Independent Contractor

1. Objective

To support GSE contract Emergency Support Section (ESS) planning, logistics, and training and emergency response support services with the Bureau of Alcohol, Tobacco, Firearms and Explosive (ATF) in FEMA Region VI. This includes coordination with federal, state, and local law enforcement and emergency management stakeholders, execution of preparedness activities, and field deployment during emergency activations.

2. Deliverables



  • Coordinate with the Regional Law Enforcement Coordinator (RLEC) and liaise with Federal, State and Local Law enforcement/emergency staff including ESF #13 coordinators across FEMA Region VI to conduct in-person visits to facilitate planning and conduct gap analysis for future operations.
  • Attend and support ESS-related national and regional preparedness events including, Regional Interagency Steering Committee (RISC) and the Regional Advisory Council
    (RAC) meeting and other Regional and State planning activities.
  • Plan and deliver ESF #13 familiarization briefings and technical training to stakeholders.
  • Coordinate and execute ESF #13-related planning and exercise activities with ATF and other interagency partners.
  • Participate in activation deployments as assigned (e.g., EOC, JFO, RRCC, IMAT, staging areas).
  • Develop resource identification plans for ESF #13 requirements based on regional risk.
  • Submit summary reports documenting coordination activities, training conducted, and stakeholder engagement.
  • Support documentation and after-action reviews for deployments and exercises.


3. Key Tasks



  • Serve as liaison between ATF and emergency management agencies in the FEMA VI region.
  • Support training delivery and exercise participation, aligned with NIMS, NRF, HSEEP, and ESF #13 standards.
  • Coordinate with ESF #13 Counsel on legal authority requirements for law enforcement personnel.
  • Utilize Microsoft Office tools and ESS systems for reporting and coordination.


4. Time Commitment & Availability

During steady-state: up to 40 hours/week.
During activations: must be available for extended hours, weekends, and travel to austere environments. Able to respond to the FEMA VI RRCC within 3 hours when notified.

5. Qualifications



  • U.S. Citizen with Secret Clearance (or ability to obtain one).
  • Bachelor's degree.
  • 10+ years of experience in law enforcement, emergency management, or related military operations.
  • Extensive knowledge of ESF #13, NIMS, NRF, Stafford Act, and interagency coordination.
  • Experience planning and executing multi-agency exercises and training.
  • Strong written and verbal communication skills.
  • Valid driver's license and ability to travel throughout the FEMA VI region and U.S. Territories.
