The Manager, Trade Compliance is responsible for leading and overseeing the company's global trade compliance program, ensuring adherence to international trade laws, regulations, and policies that impact the global supply chain. This role provides strategic guidance and direction on customs compliance, tariffs, free trade agreements, and related legal requirements across the organization.
In this role, you will serve as the subject matter expert, developing and implementing trade compliance policies and procedures, while managing day-to-day compliance activities. You will also lead and support the Trade Compliance Specialist, helping drive a culture of compliance and continuous improvement throughout the organization.
Responsibilities
- Implement and manage the export/import and customs compliance control policies, procedures and resources through training programs, formal and informal communications, and process improvements
- Manage broker(s) used by the organization, monitor performance, address global service issues, ensure the development of standard operating procedures, and ensure the development and execution of local audits
- Lead and manage an active FTZ zone to include: day-to-day operations, filings, processes, and technology platform
- Lead the organization through the development and transition of a new FTZ, develop the SOP's that will drive the process and ensure the maxim effectiveness of the FTZ within New Era's supply chain and compliance with the IRS and CBP.
- Lead, develop, manage, and expand USFS (US First Sale Program) with New Era Supply Chain vendors
- Ensure an HTS classification database which includes commodity codes is established and maintained; work with the Product Engineering Manager and SBU's to identify and resolve differing classification interpretations
- Work with and establish processes with the foreign suppliers and other regional business units to ensure the timely export and import of goods to our customers and distribution facilities, in accordance with U.S. and Local export and import approvals
- Support U.S. C-TPAT and Customs Compliance program as required by collaborating with key internal stakeholders, 3PL's and Plant Managers (Owned and Contracted.)
- Work with Logistics team to advise Global Souring of key issues and new and potential problems, including notices, penalties and other inquiries that arise from the local Customs authorities. Support resolution as required
- Participate in scheduled site assessments and audits. Ensure timely completion of corrective actions assigned to this position
- Respond to all local and regional government inquiries and requirements related to import and export compliance with support from corporate Legal
- Serve as the New Era import and export knowledge resource. Assess the impact of regulatory changes and drive/implement the changes as appropriate; review global supply chain initiatives to minimize compliance risk and duty exposure
- Identify and report customs values for all entries; ensure the proper application of duty-savings programs is utilized; ensure each site's records are kept in accordance with local import and export laws and regulations
- Ensure import, export and other functional employees (e.g., purchasing, accounting, traffic, engineering, sales, etc.) are aware of training available for compliance in their roles, and encourage/support training participation by all site employees through scheduled training
- Works with the Logistics department to develop logistics strategies to support internal and external business partners, including distribution network infrastructure, transportation trade lane alignment, proactive capacity planning for distribution centers and transportation and identification and alignment of system tool needs with the business
- Lead direct report(s) and ensure leadership is provided for development and supporting the organizations policies and culture around leadership and change management.

Knowledge, Skills, and Abilities
- Proficient knowledge of U.S, regional, and global Import and Export Laws
- Financial/accounting backgrounds a plus
- Possesses a Customs Broker License or CCS
- Excellent communication and organizational skills
- Understand and apply complexities of classification, valuation and dutiable assists
- Relationship with local regulatory agencies and freight forwarding related providers
- Proficient in MS Office - Word, Excel, PowerPoint and Outlook; Exposure to SAP preferred
- Solid analytical skills with sound problem solving abilities
- Strong project management skills including ability to multi-task and balance priorities
- Enthusiastic person who embraces work with a sense of urgency and persistence
- Effective teacher, mentor, coach, promoter and developer of individuals
- Strong customer service focus with the ability to multitask
- Ability to travel on a global basis

Education and Experience
- Bachelor's Degree required in Business or Supply Chain/Logistics; Relevant job experience in lieu of degree will be considered. Masters degree preferred
- Five (5) to seven (7) years of experience in managing import and customs regulations
Travel Requirement
- The location for this position is 100% on-site in Buffalo, NY
- 15% to 25% trave to our Distribution Centers in PA

The salary range for this posted position is $85,000 - $105,000 (plus bonus & benefits) and pertains to candidates located in Western New York. Actual compensation will fall within this range and is determined by a wide array of factors including but not limited to skill set, education, essential job duties and requirements, and necessary experience.
