Job Summary

The Code CARE program is intended to provide support to an environment of open and respectful communication and problem solving between and among clinical treatment teams, patients and their families.

Healthcare systems may not allow adequate access to, nor be adequately responsive to Black, Indigenous and People of Color and other groups. This may include people living in under-resourced settings who are managing in the face of tremendous stressors. Add to this, encounters with the healthcare system can be extremely stressful as patients and families are attempting to cope with the stress of medical illness and treatments. As health care providers, we want interventions to be conducive to a safe, respectful and healing environment. But without awareness of our potential biases and humility in our interactions with patients and families, we might unwittingly contribute to their stress, to re-traumatization and to challenging interactions

The Code CARE Program Manager will lead an inter-professional team and processes that will support patients, families and the clinical team to approach challenges in a safe, equitable, trauma informed framework and reduce the need for de-escalation and utilization of security and law enforcement.
The Code CARE Program Manager will ensure that our safety and support efforts are grounded in anti-racist philosophy and methodology and are trauma informed. The Program Manager will lead efforts to ensure partnership among leaders that will help build our institutional capacity for racial humility and trauma informed approaches to support and safety, as well as collaborating with external partners and resources that may help address the needs of the populations for whom safety calls are disproportionately made.

Applies extensive knowledge of quality data analysis and / or improvement (QI) concepts, methodologies, and data collection and abstraction techniques to substantial projects of large scope and high degrees of complexity.

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $140,800 - $219,300 (Annual Rate).

Department Description

Behavioral health care services at UCSF Benioff Children's Hospital Oakland emphasize a collaborative family centered approach and interface with all systems of care that serve children birth to 21. With $22 million in services, grants, and contracts, our mental health and developmental services are provided in the hospital setting, local schools, community-based settings and homes. We are committed to delivering culturally accountable, evidence based, and trauma informed behavioral health care to the children in our community, including those with the highest risk and need, and those who are marginalized or underserved. Behavioral health care services encompass 17 service-based programs and 135 multidisciplinary staff, with an aim to be the premier behavioral health care institution for children in northern California, with proficiency in clinical care, training, research and evaluation and policy.

Required Qualifications


  • Bachelor's degree in nursing or other healthcare profession, or a combination of comparable clinical education and / or experience.
  • Master's degree in related areas such as Mental Health, social work, psychology, family counseling, human services, etc.
  • Minimum of 5 years' relevant work experience
  • Minimum one year experience providing crisis-based mental health services with children, adolescents and families.
  • Experience or certification in treating and recognizing intimate partner violence, trauma and attachment disruption.
  • Previous experience working with children and adolescents with severe acute and/or chronic physical illness and disabilities.
  • Advanced skills to influence and persuade staff, management, and clinicians at all levels and across departments.
  • Experience working as part of a behavioral rapid response team (BRRT) or managing/leading it.
  • Advanced knowledge and understanding of clinical counseling principles, methods, procedures, and standards.
  • Advanced knowledge of legal and ethical issues related to patients' rights.
  • Advanced ability to develop and present educational programs and / or workshops.
  • Advanced problem-solving and critical-thinking skills.
  • Ability to work in a highly collaborative manner with diverse client group.
  • Advanced verbal and written communication with the ability to influence and persuade.
  • Skills associated with program development and implementation.
  • Experience in de-escalation techniques that use trauma informed care and community engagement.
  • Experience in developing and implementing trauma-informed treatment plans and services.
  • Experience working with multi-disciplinary teams.
  • The program manager must be grounded in anti-racism principles and have experience in promoting equity within their institution/ organization.
  • Experience (internship/career) in healthcare and/or mental health.
  • Knowledgeable about mandated reporting parameters and LPS hold qualifications.
  • Knowledgeable in developmentally appropriate de-escalation strategies/anxiety reducing techniques.
  • Demonstrated ability to react immediately, yet calmly, to crisis situations and quickly build rapport with people in crisis. Also have an ability to maintain professional boundaries and be able to effectively manage high levels of stress.
  • Demonstrated skills and abilities in providing and managing to children, adolescents and families who are experiencing emotional dysregulation or are in crisis; ideally would have experience utilizing Motivational Interviewing interventions with youth and families
  • Proven experience with trauma informed systems.

Preferred Qualifications


  • Licensed in a behavioral health counseling discipline (Licensed Psychologist, LCSW, LMFT, LMHC, LPCC, LPC)
  • Current basic life support (BLS) certification
  • Epic experience
