This position is open to anyone who meets the minimum and selective qualifications listed below. All eligible candidates must meet the minimum and selective qualifications by the closing date. Nature of Work: The Team Leader provides leadership to the Work Zone Team (WZT), Traffic Development and Support Division (TDSD) and is responsible for managing the Maryland State Highway Administration's (SHA) Temporary Traffic Control (TTC) program, innovative traffic operations, Intelligent Transportation Systems (ITS) projects, and other traffic engineering research and development (R&D) initiatives. The role offers technical expertise on statewide work zone safety and mobility issues, supporting objectives and strategies outlined in SHA's Business Plans. Additionally, the Team Leader manages SHA's Automated Speed Enforcement (ASE) program.
The TDSD provides research, development, management, and organizational support for new and expanded traffic engineering and safety functional programs/practices including goals, objectives and strategies outlined in SHA's Business Plans. These programs include work zone traffic control, signal systems timing, roundabout analysis, traffic engineering analysis, ITS applications, pedestrian and bicycle issues, special events, etc. The Team Leader directly supervises the WZT and leads additional projects and initiatives that support TDSD's mission and SHA's Business Plan. Responsibilities include leadership, management and organizational support in areas such as temporary traffic control (TTC), innovative traffic operations, ITS applications, traffic engineering research and development, temporary/portable signal systems, traffic engineering analysis, new traffic control products, and special assignments from the Chief Engineer of Operations and the Director of the Office of Traffic and Safety.

Qualifications

MINIMUM QUALIFICATIONS:
Education: Possession of a bachelor's degree in engineering from an accredited college or university.
Experience: Seven (7) years of experience in professional engineering.
Selective Qualification: Three and a half (3.5) years of the required experience must be in traffic engineering analysis.
*This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability). Preferred Qualification:
The ideal candidate should possess the following:
- Proficient in the design, review, and management of TTC and/or work zone safe design
- Program/Contract management and coordination
- Expert knowledge on the Manual on Uniform Traffic Control Devices (MUTCD) and traffic engineering and work zone safety policy, standards, guidelines, or specifications
- Experience in developing standards, typical, and guidelines
- Experience in performing research and/or review new products
- Ability to handle multiple tasks and maintain effective working relationships
- Excellent written and verbal communication and interpersonal skills
- Good customer service skills
Notes:
1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.
2. Possession of a master's degree in engineering may be substituted for one year of the non-supervisory experience.
3. Persons currently registered as professional engineers in the state of Maryland, or in a state with comparable requirements, are considered to have met the education requirements
