Position Summary
The Employee Relations Administrator provides a full range of human resource management and services for Dallas College faculty, staff, and administrators related to performance improvement, investigating discrimination, harassment, and retaliation complaints for Employee Relations (ER). This position interprets and applies federal and state guidelines, regulations, and laws appropriately and in a manner that is consistent with Dallas College policies and procedures. The Employee Relations Administrator will partner with the Employee Experience Center to facilitate resolutions to a broad range of employee relations matters.
Required Knowledge, Skills, and Abilities
Must have strong interpersonal, organizational, time management and problem-solving skills as well as the ability to prioritize, plan and lead projects as assigned. Ability to maintain a high degree of professionalism, integrity and discretion is required. Ability to develop strong working relationships with team members, key stakeholders, internal and external constituents from diverse backgrounds in order to meet business needs. Ability to diffuse and respond professionally to stressful situations and difficult people. Strong organizational skills, an ability to work well under pressure, strong interpersonal communication skills, and strong research abilities. Must have excellent customer service skills. Advanced knowledge and understanding of employment and HR-related laws, regulations, policies, principles, concepts, and best practices. Ability to identify and proactively mitigate employment legal risks. Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems. Ability to listen and make decisions based on the facts. Analytical and problem-solving skills including but not limited to the ability to analyze data, understand trends, develop recommendations. Ability to manage, prioritize, and resolve investigations and manage competing priorities. Solid knowledge of local, federal, and state employment laws and regulations.
Key Responsibilities
Supports and participates in the daily operations of employee relations related activities such as interacting with college employees, students, applicants, or outside contacts to provide information, solve routine problems, or otherwise respond to requests. Interacts with employees and leaders in resolving disputes, providing training, handling paperwork, and developing strategies to improve their respective department. Maintain accurate, timely, and required documentation of activities to ensure quality employee relation records and metrics. Conductprompt, thorough, objective, and confidentialinvestigations of internally and externally filed complaints alleging unlawful discrimination, harassment, and retaliation,as well as allegations of violations ofDallas Collegepolicy and procedure,and unfair treatment.As part of this process, conduct interviews, gatherevidence, and produce reports or other documentation in response to the claim. Provide data analysismetrics and reporting solutions on employeetrends and business insights. Provides a thorough critical analysis of case information, documentation (CAP documents, termination recommendations, and investigations and provides feedback, recommended edits, and consultation to employees and the Employee Excellence Center). Resolves complex matters in a consistent, empathetic, and legally sound manner. Maintains Constructive Action Process (CAP) monitoring, review, and follow-up in collaboration with the Employee Excellence Center, Employee Relations Team, and employees. Interprets and explains policies, procedures, and regulations connected to employee-related issues. Assist withresponsesandposition statements inreplyto formal charges filed with external regulatory agencies (EEOC, Commission on Civil Rights; Office of Civil Rights);mayrepresent the College in mediationorsettlement negotiations or fact-finding conferences. Audits existing processes and workflows, augment, streamline, and refine as required by new laws, policies, regulations, and human resources initiatives. In collaboration with the Senior Director of Employee Relations and HR Information Systems, assist in the management of the ER case management software or systems used to collect, store, track, and resolve employee relations cases. Collaborates with supervisors on the development and review of supporting documentation. Develops and provides employee relations training to employees as needed. Recommends individual and customized learning and development solutions for employees with performance issues. Guides and monitors compliance with federal, state, and local employment laws and regulations while spotting issues and suggesting solutions or best practices to address issues. Uses multiple methods to communicate information and chooses method that is appropriate to the audience. Maintains confidentiality and high ethical standards. Partners with Total Rewards team to facilitate the departure process of employees. Completes required Dallas College Professional Development training hours per academic year. Performs other duties as assigned.

Minimum Qualifications
Bachelor's degree, strong preference for a major in human resources, business administration, or related focus and three (3) to five (5) years of relevant experience. Any appropriate combination of relevant education, experience, and certifications will be considered. Master's degree preferred. Juris doctorate preferred. Experience in the areas of investigations, dispute resolution, mediation, grievance handling, negotiations, and related matters. Professional experience in employee relations, including experience advising decision makers on issues related to performance management, policy interpretation and compliance. Advanced Microsoft Office skills (Outlook, Teams, Word, PowerPoint, and Excel) and other software applications related to job functions. Professional HR certification is preferred (e.g., SPHR, PHR, SHRM-SCP, or SHRM-CP). Official transcript will be required. Bilingual preferred.
