Pay Rate:

The annual base salary range for this position is $80,500. Please note that the salary information is a general guideline only. About the Role:

We are seeking a highly qualified FOIA Analyst to provide expert-level support on Freedom of Information Act (FOIA) and Privacy Act of 1974 matters, along with privacy provisions of the E-Government Act and Federal Information Security Modernization Act (FISMA). The successful candidate will have a documented history of interpreting, applying, and ensuring compliance with applicable federal privacy laws and regulations. This position requires strong communication skills and the ability to engage effectively with both internal stakeholders and external requesters.

Additional Responsibilities Include, but are not Limited To:



  • Request Processing:

    • Perform cradle-to-grave processing of FOIA and Privacy Act requests.
    • Adhere to all Departmental FOIA/PA regulations, processes, and procedures.
    • Ensure compliance with statutory and regulatory processing timeframes.


  • Backlog Reduction:

    • Process and close backlogged FOIA requests to support Department backlog reduction goals.
    • Achieve a minimum 10% reduction in pending FOIA/PA requests during the base year.


  • Continual Improvement Process:

    • Contribute to process improvement efforts by identifying and recommending procedural enhancements.
    • Submit written recommendations to the Contracting Officer's Representative (COR) quarterly (no less than four times per year).


  • FOIA Litigation Support:

    • Provide support on FOIA-related litigation when requested.
    • Track and report assistance provided for litigation support to the COR upon request.




  • Ensure compliance with FOIA and Privacy Act regulations.
  • Review and publish System of Records Notices (SORNs).
  • Prepare Privacy Act Statements (5 U.S.C. 552a(e)(3)) for forms and data collections.
  • Conduct intake and log incoming FOIA/Privacy Act requests into case management systems.
  • Analyze incoming requests and recommend appropriate processing actions.
  • Communicate with requesters, submitters, and agency personnel.
  • Coordinate record searches with relevant program offices.
  • Review records responsive to requests and consult on sensitive content.
  • Apply FOIA and Privacy Act exemptions accurately and consistently.
  • Generate, interpret, and summarize reports from FOIA case management systems.
  • Support FOIA litigation and backlog reduction initiatives.
  • Utilize eDiscovery tools (e.g., Relativity, Microsoft Purview) in processing requests.
  • Support FOIA Annual and Quarterly reporting requirements.
  • Perform other duties, as assigned.


Experience Requirements

Minimum Qualifications:



  • One (1) year of experience applying FOIA and Privacy Act laws and policies, OR three (3) years of experience as a working paralegal with related document analysis.
  • Bachelor's degree.
  • Strong verbal and written communication skills.
  • Five (5) years of experience interpreting FOIA and Privacy Act laws, regulations, and procedures.
  • Two (2) years of experience using FOIA processing or eDiscovery automation tools.

Other Required Skills & Abilities:



  • Must be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, SharePoint, Outlook) and Adobe Acrobat Pro.
