Rutgers University-Newark (RU-N), an urban public research university and anchor institution, located in Newark, New Jersey, a city of promise is seeking a Senior Program Administrator. The New Jersey Certified Public Manager Program is administered by the New Jersey Civil Service Commission (
CSC) and delivered by Rutgers University's School of Public Affairs and Administration (
SPAA) to meet the complex demands and challenges of the 21st-century public management environment. The
CPM program's main mission is to provide management leadership training to Managers, Administrators and Supervisors working in local, state government, as well as in nonprofit organizations. To support the continued growth of the
CPM Program and its ongoing student enrollment, the Senior Program Administrator will be responsible for the overall management of the certificate program which trains approximately 250-400 people per year. The Senior Program Administrator will report to the Dean of the School of Public Affairs and Administration.
This position is responsible for and not limited to the following:
- Communicates information to all participants who enroll in the CPM program.
- Responds to all questions from program applicants and participants.
- Ensures that all participants are given access and enrolled into the course management system.
- Assigns instructors for all modules in the CPM program. Locates classroom space for each of the cohorts.
- On a weekly basis, monitors the progress of each participant through
the use of the course management system in regards to participant attendance, grades, etc. - Prepares regular management reports about the program.
- Conducts annual graduation ceremony for the participants that complete the program. Maintains contact with CPM graduates.
- Monitors, reviews, tracks and reports the progress of each of the participants in the program, revenues, costs, registration numbers.
- Develops and implements new or revised policies, procedures and procedures as needed.
- Develops materials that market the certificate program through various media, including (but not limited to) printing (such as flyers and postcards), video, audio, social networks, conferences and webinars.
- The Senior Program Administrator is responsible for visiting each of the cohort locations in the CPM Program.
- Develops and maintains relationships with people at all levels of government and nonprofit organizations in New Jersey.
- Communicates information about the New Jersey CPM program and the benefit it will provide by increasing the management capacity of government entities and nonprofit organizations and enhancing the careers of their employees enrolled in the program.
- The Senior Program Administrator will attend open houses, conferences, education fairs, and related events to promote the CPM program and recruit new participants.
- Works closely with the Associate Dean for Finance and Administration to ensure that all admitted participants are in good financial standing.
- The Senior Program Administrator is called upon by the Dean to undertake special projects and/or new initiatives.

Consistent with the current application of Rutgers Policy 60.3.22, this position may be eligible for a hybrid work arrangement. The flexible work arrangements outlined in Rutgers Policy 60.3.22 are part of a pilot program that is effective September 1, 2022 through August 31, 2024. Therefore, there is no guarantee that this flexible work arrangement will continue beyond that date. Qualifications
Minimum Education and Experience |
- A master's degree in public administration, public policy, public affairs, or a related field, and a minimum of four years of relevant work experience - or an equivalent combination of education and work experience.

- Demonstrated experience in supervision, managing teams, projects, and growing networks of valuable stakeholders.

Preferred Qualifications |
- Preference will be given to candidates who have experience with the NJCPM program and work experience in New Jersey.

- Position requires significant travel within New Jersey.
