Company Overview

ACS is seeking a skilled Program Manager to oversee and execute the VA Privacy Project. This high-impact role requires strong leadership, proven experience in federal programs, and deep expertise in both privacy initiatives and strategic communications. The ideal candidate will have a track record of leading cross-functional teams-comprising developers, communications specialists, and correspondence professionals-to deliver enterprise-level outreach and privacy solutions that align with VA's mission.



Responsibilities

    Develop and manage a comprehensive program plan detailing approach, timeline, milestones, risk mitigation, and resource allocation to ensure successful execution across all workstreams.
  • Lead the design and rollout of a Privacy Awareness and Outreach Plan, overseeing the creation of campaign content (e.g., logos, fact sheets, presentations, digital media) to promote privacy best practices.
  • Coordinate strategic campaigns throughout the year-such as Identity Theft Awareness Week and National Cybersecurity Awareness Month-and drive visibility through both internal and external communication channels.
  • Conduct after-action reviews to measure campaign impact, distribute quarterly e-bulletins, and prepare playbooks and post-event evaluation reports to continuously improve outreach efforts. Maintain alignment with VA strategic communications protocols and ensure Section 508 compliance.
  • Oversee Privacy Customer Relationship Management activities including development of SOPs, process charts, and regular updates to policy packages and departmental reports.
  • Lead privacy guidance and training support by conducting gap assessments, drafting training strategies, and managing documentation for webinars, meetings, and ongoing education initiatives.
  • Ensure effective delivery of Privacy Web Support deliverables including Section 508 reports, technical documentation, SOPs, wireframes, and performance metrics.
  • Support development of a VA Privacy Program Plan and prepare senior leaders for public speaking through tailored engagement packages. Respond to internal and external communications needs, including Congressional and OIG inquiries.
  • Manage and mentor a diverse team spanning policy, communication, development, and operations to ensure cohesive and efficient execution of all contract deliverables.


Required Experience/Qualifications

  • Bachelor's degree in Communications, Public Affairs, Information Technology, Business Administration, or a related field. Master's degree preferred.
  • Experience:
  • Minimum 8 years of experience in program/project management within the federal contracting space.
  • Government contracting experience is required-experience with the Department of Veterans Affairs (VA) is strongly preferred.
  • Proven success in leading communication campaigns, outreach strategies, or public engagement efforts-particularly within the VA or similar federal environments.
  • Skills and Competencies:
  • Exceptional communication skills-verbal, written, and visual-with experience developing materials for executive audiences.
  • Deep understanding of privacy, security, and compliance in a federal context.
  • Ability to translate complex policy into clear, accessible messaging and visuals for a range of audiences.
  • Familiarity with VA-specific regulations, outreach channels, and governance.


Preferred Experience/Qualifications

  • Experience building and evaluating enterprise-level public awareness campaigns across multiple platforms, including web, email, print, and events.
  • Working knowledge of HIPAA, the Privacy Act, FISMA, and VA directives related to privacy and information protection.
  • Ability to lead diverse teams, collaborate across federal and contractor lines, and motivate stakeholders to drive mission-aligned outcomes.
