Central City Concern (CCC) is an innovative nonprofit agency providing comprehensive services to single adults and families impacted by homelessness, poverty, and addictions in the Portland metro area. Schduele: Monday- Friday: 8:00am-4:30pm FAN properties- Cambridge Court, Sunrise Place, Interstate Crossing, Taggart Manor and Alpha Apartments The Community Manager will manage the day-to-day operation of the properties, supervise site-based staff, and drive the properties' successful financial and mission performance. This position works closely with the Portfolio Operations Manager, FAN Mentors, Resident Services Coordinator, Compliance staff, other agency programs, and outside program partners to promote and preserve community well-being and positive tenant and program outcomes. The Community Manager will oversee unit turnovers and the general quality of the physical environment, support tenant move-ins and move-outs; conduct unit and property inspections; assist the Portfolio Operations Manager in coordinating routine and emergency maintenance; assist the Portfolio Operations Manager in properly preparing and serve legal notices and filings; works closely with maintenance and janitorial staff partners to assure quality control and care is provided when overseeing assigned properties; contributes to asset management functions; works with Compliance Manager to complete accurate and timely income certifications, and does other work as needed in support of CCC's operations and mission. RESPONSIBILITIES:
- Closely coordinate residents, Housing staff, FAN staff, Resident Services, and community partners to maximize community well-being and property performance.
- Attend regular meetings among FAN, Resident Services, community partners, and building staff.
- Responsible for supervising site-based staff and, if assigned, other personnel.
- Regularly inspect properties and units for stability, cleanliness, and safety.
- Become familiar with the activities, programs, and mission of CCC.
- Prepare assigned reports accurately and punctually.
- Screen all potential housing applicants for ADFC criteria and coordinate with Resident Supportive Services staff for
- Assist with waitlist management, coordinate Section 8 subsidies, and form partnership with housing authority case managers to ensure a seamless intake process.
- Process applications and income certifications and prepare leases and addenda.
- Monitor vacancies by working closely with the FAN Manager or Resident Services staff to ensure timely unit utilization.
- Prepare and process a wide variety of income verification documents.
- Post tenant and subsidy rent payments, security deposits, and other revenue items in Property Management Database.
- Coordinate application processing for units with Section 8 subsidy, including assisting applicants with preparing Home Forward documents and high-volume scheduling with Home Forward.
- Work closely with tenants, Occupancy, Compliance, and FAN Mentor staff to prepare and review files of new residents to ensure paperwork is complete and accurate, including Tax Credit income certifications.
- Prepare Tenant Income Certifications following various funding agreements.
- Assist eviction proceedings as needed.
- Work with CCC maintenance, pest control, paint, and janitorial staff to maintain high-quality physical maintenance of the property
- Work with outside vendors to ensure the best quality and value for the portfolio.
- Maximize successful occupancy of the portfolio; coordinate tenant move-ins with Housing Intake, FAN Program, and Resident Services staff.
- Complete move-out documents, perform unit move-out inspections and expedite unit turnovers with the maintenance department.
- Participate in unit turnovers to ensure continuing quality control and timeliness.
- Assist in issuing notices for lease and community rule violations.
- Collect and enter rents, care for banking needs, and perform other necessary accounting functions.
- Complete Occupancy reports for Housing and Accounting.
- Respond to building emergencies as needed.
- Provide backup janitorial and minor maintenance services as needed.
- Attend FAN Program Provider and Housing Services meetings.
- Function as part of a team providing supportive housing and report to various job sites as directed by supervisor.
- Ability to work as a team member and establish priorities; display a non-judgmental attitude and willingness to learn new skills.
- Adhere to all state and federal privacy and security regulations applicable to the program and CCC policies and agreements regarding confidentiality, privacy, and security. This includes immediately reporting any breach of protected health information or personal identifying information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department, as well as to your supervisor or their designee.
QUALIFICATIONS:
- High school diploma or equivalent. Experience in property management.
- Working knowledge of landlord-tenant law.
- Experience in community development and working in multicultural organizations and communities is a significant plus.
- Demonstrated knowledge of mental health diagnosis and chemical dependency desirable.

- Must generally be able to walk, bend, stoop, kneel, squat, twist, reach, pull and lift heavy objects, operate mechanical equipment, and climb stairs, with reasonable or no accommodation.
- Must possess a current driver's license, pass a DMV background check, and be designated an "acceptable" driver as outlined in Central City Concern's Fleet Safety Policy. Must pass driver's training and annual recertification training. Must have own transportation.
- Must adhere to agency non-discrimination policies.
- Ability to travel between properties frequently and quickly, climb stairs, and walk through units multiple times a day.
- Applicant must be able to work in all CCC buildings. Some CCC buildings have restrictions due to criminal background and/or active probation and parole.
