The Strategic Division (SD) supports high-reliability organizations including Navy Strategic Systems Programs (SSP), Air Force Nuclear Weapons Center, and the Department of Energy (DOE), among others. Our support across our client base is expanding rapidly and encompasses important services, such as data analytics and visualization, threat analysis, risk management, modeling and simulation, cost estimating, earned value management, program management, system engineering, independent evaluation, and High Consequence Event prevention.

SPA's Strategic Division's Strategic Development Group (SDG) supports critical U.S. government programs by providing expertise in systems engineering, acquisition programmatic support, financial management, and program execution to drive mission success.

SPA has an immediate need for a Chief of Staff to the Deputy Direct Reporting Program Manager (DRPM) of the Nuclear-Armed, Sea-Launched Cruise Missile (SLCM-N) Program.

Please note that the salary information shown below is a general guideline only. Salaries are commensurate with experience and qualifications, as well as market and business considerations. Salary transparency pay range for the Washington DC area: $140K-175K.



Responsibilities

The Chief of Staff will serve in a high-impact role, overseeing executive operations and execution efforts for the Navy Strategic Systems Programs (SSP) in support of the new SLCM-N Program. The candidate will drive program strategy, foster team cohesion, and ensure operational excellence. This role involves developing and advising on program policies, procedures, and directives, establishing goals, and overseeing their execution. Responsibilities include managing cross-functional directives in a dynamic environment, spearheading policy development, and ensuring effective collaboration among stakeholders to build a unified approach to achieving objectives.

Additional duties include supporting prioritization of leadership goals and initiatives, and ensuring alignment across the SLCM-N program branches. The candidate will also coordinate the preparation of programmatic artifacts, such as policy documents, white papers, presentations, and reports, while analyzing data to provide actionable recommendations to leadership. Through a combination of leadership, strategic advisory, and operational oversight, the ideal candidate will leverage expertise in process optimization, strategic communication, and stakeholder engagement to foster a culture of efficiency and innovation, directly influencing the success of this mission-critical program.

This position is located at the Washington Navy Yard in DC.



Qualifications

Required Qualifications:

    Position is located at the Washington Navy Yard.
  • Active DoD Security clearance (SECRET or TOP SECRET).
  • Bachelor's degree in a related field (e.g., Business Administration, Management) or equivalent professional experience.
  • 12+ years proven experience in program management, talent operations, or executive-level support, ideally within a military or government environment.
  • Strong analytical and organizational skills, with the ability to create and present complex ideas clearly.
  • Experience developing and briefing senior leaders including SES's and Flag Officers.

Desired Qualifications:

  • Proven ability to lead and mentor teams and managing cross-functional initiatives.
  • Experience serving as a Chief of Staff on a Navy DoD/Navy SSP program.
