Overview As a senior leader, leads the Corporate Real Estate (CRE) organization, responsible for IDA's leased and owned facilities in Virginia and DC and provides executive oversight of IDA-owned facilities in New Jersey, Maryland and California. Ensures that IDA buildings and their services meet the needs of an evolving workforce. Plays an integral role in planning for the acquisition of new facilities, whether owned or leased. Within areas of responsibilities, proposes and enforces policies and practices, develops and drives the execution of the CRE indirect budget and the IDA facilities capital budget; and is responsible for hiring, developing and performance management of CRE staff. Responsibilities The Sr. Manager of Corporate Real Estate serves as the primary position responsible for overseeing the following corporate functions:
- Corporate Real Estate Management
- Responsible for long range real estate portfolio planning & strategy to meet current and future facilities requirements for all of IDA's business units and locations - HQ, SAC, STPI, C&C.
- Responsible for direction and administration of leased facilities and associated lease agreement.
- Responsible for active vendor management, oversight and performance monitoring of all subcontracted services in support of IDA facilities to include -Engineering & Maintenance, Janitorial, Grounds; Food Services; Production/Reproduction Services; Transportation Services; Facilities Management; Design Planning and Construction.
- Assesses management practices against industry benchmarks to incorporate relevant modifications to IDA's practices.
- Provides direction and execution for improvements or changes as may be required for compliance, cost, or improved service.
- Coordinates with other units within IDA, formulates or reviews policies and practices for CRE services; ensures prompt and efficient implementation, recommending use of in-house or contractor resources as appropriate.
- Works with brokers, developers, and other representatives as IDA's primary POC to advance CRE objectives.
- Serves as the primary POC and relationship manager with local authorities and code enforcement officials to promote IDA in the local community.
- Provides updates, recommendations, and endorsements to IDA senior leadership and board of trustees on all areas related to real property management and capital projects.
- Directs the formulation and execution of all non-IT capital budgets.
- Space Management
- Provides space management policies, procedures and protocols to enable effective and efficient space management primarily at the HQ/ SAC locations. Works with other locations to provide guidance and advice on space management best practices.
- Manages the assignment of space, both office and non-office, to provide transparent and near real time usage data.
- Maintains master list of office/space assignments for SAC, STPI and HQ facilities.
- Ensures that efficient and effective utilization of leased and owned building space is achieved through forecasting demand, monitoring usage and, in coordination with affected leadership, planning and initiating facility modifications as needed to adapt to changing needs of IDA's evolving workforce.
- Directs the allocation of resources in space planning to meet business needs to include feasibility studies, space usage practices, and design against designated program for new construction and renovation.
- Building Engineering, Operations and Maintenance Management
- Provides leadership and direction over the company's building engineering and maintenance program as executed by both in house and outsourced vendors at the company's 5 properties through sponsorship of a high performance and continuous process improvement culture driven by metrics, benchmarking and advocating best practices.
- Provides governance and the technical interface with integrated facilities management (IFM) providers at IDA. Ensures company interests and requirements are met through both frequent and periodic meetings, audits, and reviews of the IFM provider's practices and execution of tasks.
- Serves as the designated Building Engineering industry expert by participating in industry associations and monitoring best practices.
- Directs the best service approach for Facilities Operations and Building Engineering services by incorporating IDA business requirements with best practices and workplace experience strategies and guidelines.
- Sponsors sourcing events including review of strategy, scope, service levels, cost baseline, RFP content, bidder lists, transition plans and contract terms.
- Provides leadership and direction for maintaining and altering high-security areas including reviewing construction documents and overseeing project delivery through the use of project management tools, design reconciliation and review, and quality control audits.
- Defines best practices, establishes building maintenance operating budgets, and sponsors process improvements and innovative solutions for all IDA locations.
- Oversees the establishment of working relationships and processes with service providers designed to prevent system failures, monitor performance and perform preventative maintenance/repair tasks through the creation, review, and approval of Standard Operating Procedures, Building Operating Procedures, and special response at all IDA locations.
- Provides direction to support savings initiatives, service delivery changes and the implementation of new policies or guidelines through value engineering and negotiation with service providers and utilities.
- Leads the process for planning and programming intermediate to long range facilities management and corporate real estate objectives by incorporating innovative solutions and recognizing both industry and company trends.
- Maintains database and documentation for all IDA properties' building systems and assets including projecting and directing installations of new systems at the end of useful life; directing modifications of existing systems to extend useful life or meet regulatory requirements; and identifying areas needing improvements or upgrades.
- Monitors relevant statutes and regulations are accounted for and adhered to in building operations policy and practices.
- Directs and oversees the management, maintenance, and renovation of all owned space and leased tenant space.
- Creates operational efficiencies by implementing standard facilities management practices across IDA locations. Leverages facilities management subcontracting relationships to achieve economies of scale across all IDA locations.
- Site Specific Facility Operations and Administration - SAC, STPI and HQ
- Responsible for managing all facilities engineering and maintenance at SAC, STPI and HQ through Facilities Management subcontract which includes janitorial services and grounds maintenance services.
- Directs and oversees administrative services, including courier services, janitorial services, shuttle transportation, food services, utility services, construction and modification work.
- Responsible for providing responsive employee and executive support to occupants of IDA facilities at SAC, STPI and HQ.
- Works closely and cooperatively with other functional units within IDA such as Information Technology Services, HR and Finance, to ensure that requirements are met, and strategies are aligned and evaluated or implemented as appropriate.
- Health & Safety Management
- Serves as IDA's health and safety officer; remains current on OSHA, EPA, and other applicable rules and regulations at the federal, state and local level to ensure IDA compliance. Directs and/or coordinates the IDA health and safety programs.
- Event Management & Support at Potomac Yard Facility
- Supports coordination with event sponsors and stakeholders to plan attendance, understand intent, plan event budget, and establish desired scheme of maneuver for the events.
- Manages a list of preferred vendors who support event services including catering, equipment rental, transportation services, and language interpretation services.
- Manages the inventory of event supplies to include specialty tables, event chairs, tablecloths, china, vases, durable decorum, etc. and recommends repairs or replacement as needed.
- General Management Functions:
- Develops performance metrics (KPIs); implements and monitors organizational and facilities capital budgets, including reallocation of funds as needed; and works on special projects as needed.
- Responsible for ensuring timely testing & inspection of IDA's buildings' structure to determine the need for repairs/renovation or replacement timeline.
- Plans, coordinates and oversees all building repairs/renovations and installations, repairs and/or refurbishments of building equipment (telecommunications, HVAC, utilities, etc.).
- Owns the company sustainability initiative including reviews of utilities consumption and strives to minimize costs and increase sustainability.
- Ensures compliance with all safety and security protocols.
- Has direct management oversight responsibilities for all HQ facilities staff, both IDA employees and contracted staff.
- Oversees profit and loss contract functions including the on-site cafeteria services at the HQ facility with the objective to minimize loss.
- On-going Strategic Management Responsibilities
- Energy Management - Uses insight-driven energy management strategies to control utility spend, reduce environmental impact, lower costs, and make better decisions.
- Technology Optimization - Uses available technology to track and assess every aspect of building operations to ensure an efficient and effective work environment within security constraints.
- Business Intelligence - Uses data to visualize and track trends and to develop predictive insights.
- Facilities Risk Management and Emergency Response - Performs regularly scheduled assessments of IDA's facilities portfolio risks and emergency response plans for incorporation into the immediate and mid-term capital plan.
Qualifications
- BS/BA in engineering, business, or other relevant fields of study or equivalent combination of education and experience. A Masters degree or industry specific credential is preferred.
- Minimum 10 years of increasingly responsible work experience managing facilities, building development, and maintenance; corporate real estate management; commercial property management; program management; or other relatated management disciplines.

- Demonstrated ability to effectively manage a facilities organization budget, including facilities capital forecasting and management
- Experience in contract management strongly desired; ability to review relevant legal and contractual documents in areas of responsibility; interacts, as needed, with counsel.
- Ability to collect, analyze and evaluate a variety of facts, opinions, data and regulations to compile various reports, analyze alternatives, and make recommendations.
- Excellent oral and written communication and interpersonal skills; demonstrated ability to work cooperatively with all levels of staff and management and to exercise discretion and sound judgment.
- Experience in automating/re-engineering office procedures.

Compensation We support transparency, equity, and fairness in our compensation program and provide a reasonable estimate of the salary range based on data-driven market analysis for each position. While it is not typical for an individual to be hired at or near the top of the range, a reasonable estimate of the salary range for this role is $130,995 - $209,592. Individual salary within this range will be commensurate with the incumbent's experience, unique skills and qualifications, and other relevant factors.
