We are seeking a Classified Mailing Specialist to help us provide safeguarding, destruction and transfer of classified material to the Laboratory. The Classified Material Control (CMC) team is an integral piece of the overall mission of the Security Administration Group, which aims to provide superior security administration services to JHU/APL, while executing the requirements, restrictions, and safeguards prescribed by the NISPOM 32 CFR Part 117 to safeguard classified information. This team provides excellent assistance to JHU/APL programs and staff in the arenas of classified material control, personnel security clearances and classified visits. While serving JHU/APL, we continuously strive to partner with government and industry security leaders to improve and streamline the administration that surrounds the protection of classified information.

As a Classified Mailings Representative, you will...

  • Primarily be responsible for providing administrative support to ensure the smooth operations of the Classified Mail Center: operate the National Mailing System - Mail Center Management (MCM) system and associated peripherals to prepare and process classified mail for delivery to the United States Postal Service (USPS) and FEDEX. Maintain and reconcile Telemeter Service (TMS) and Express Mail accounts for USPS.
  • Perform data entry using Security Integrated Management Systems (SIMS), ServiceNow, MDRS, and Microsoft Office
  • Problem solve discrepancies and write discrepancies reports, maintain and reconcile CMC transmittal receipts, issue document control numbers, and respond to inquiries.
  • Provide backup to CMC personnel at Main Campus and MP6, perform courier functions, record keeping and creating files.
  • Assist the Top Secret Control Office in all phases of Top Secret material handling (i.e., receipt, transfer, accountability, destruction, inventory, etc.).
  • Utilize APL vehicles to transport classified documents for destruction, as well as perform courier services of classified documents.
  • Serve as an alternate with collecting/destroying classified and administrative restricted documents and media (i.e., hard drives, CD 's, DVDs, thumb drives, etc.) for the Laboratory in accordance with NISPOM 32 CFR Part 117 security requirements.
  • Maintain destruction records and provide receipts to staff for media received/destroyed.

Qualifications

You'll meet our minimum qualifications for the job if you have...

  • Associates Degree or equivalent work experience.
  • 3+ years of industrial security related experience.
  • Understanding of 32 CFR Regulations as it pertains to Safe Guarding Classified Information.
  • Experience with Security Forms SF-701 & SF-702.
  • Experience with Operating DAA Alarm Systems and X10/X11 Locks.
  • Computer and office skills to include proficiency in Microsoft Word, Outlook and Excel.
  • Strong interpersonal skills with the ability to interact with all levels of staff.
  • Excellent organizational, follow through, and attention to detail skills.
  • Ability to effectively communicate, orally and in writing.
  • Are able to lift a minimum of 30 lbs and up to 60 lbs.
  • A valid state of residence driver's license that is in good standing with the MVA.
  • Are able to obtain Interim Secret level security clearance by your start date and can ultimately obtain Top Secret level clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

  • Operational Expertise with Approved Classified Carriers.
  • In-depth knowledge of APL 's practices and procedures, facilities, services, and key personnel.
  • In-depth knowledge of Accountability, Handling, and Destruction of classified material in accordance with 32 CFR requirements.
  • Familiarity with the 32 CFR and other DoD regulations concerning the handling of classified material.
  • Hold an active Top Secret security clearance.

The referenced pay range is based on JHU APL's good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development.
