Program Manager - Middle East Partnership Initiative

Requirements

The Program Manager supports the U.S. Department of State, Middle East Partnership Initiative (MEPI) funded Student Leaders Program (SLP), a non-degree leadership scholarship and program for Middle Eastern and North African (MENA) competitively selected university students. The Program Manager provides critical administrative, logistical, and IT/technical support for the SLP team for a three-month period. They work closely with the SLP team and with diverse stakeholders - U.S. Department of State, U.S. Embassies across the MENA region, University faculty and staff, MENA youth leaders, MENA consultants, and service vendors (hotels, travel companies, event management and catering services, software companies, amongst others). The role of the Program Manager with the Student Leaders Program position is crucial to the effective functioning of the MEPI Student Leaders Program. As the current Assistant Director will be leaving on June 3, 2025 and the Director will be retiring, the Program Manager will seamlessly fill in for the Program Assistant Director. Supporting and managing three partner host universities and several U.S. strategic partnerships, this position supports planning processes with GU faculty and staff and has additional duties that include, but are not limited to:
  • Work with site managers to troubleshoot issues and challenges, responding to applicant inquiries and working with U.S. Embassy personnel in the MENA region to implement the Accelerator Workshop.
  • Work with up to fifteen U.S. Embassies to ensure third country visas as well as SEVIS-compliant correct data input, supporting the Program Coordinator (ARO) with issuance and processing of DS-2019 forms in accordance with US regulations for future Summer Leadership Programs.
  • Add additional support and oversight for participant and university staff domestic and international travel arrangements (ticketing and visas), logistics coordination and contracts with service providers/vendors such as hotels, transportation companies, cultural and educational institutions, U.S. and international consultants, and health insurance.
  • Oversee complex and detailed travel and visa arrangements for participants (ex. Libya and Yemen), and events management for the overseas based Accelerator Workshop as well as future intensive 4- week U.S. summer programs in the United States.
  • Use excellent interpersonal skills in following up with MENA youth leaders, alumni, and consultants for a variety of tasks, including coordination of stipend payments to individuals across the MENA region.
  • Prepare for multiple sub-awardees and contractors to ensure compliance with all program guidelines, Georgetown University regulations, and USG super-circular and Executive Order requirements. Maintains on-going communication, serving as a primary contact at Georgetown University and providing technical assistance and problem resolution.


Work Interactions

This position reports to the Director of the Student Leaders Program and the Director of CIED in his absence. They supervise and support the Program Coordinator and the Georgetown Student Assistants. The incumbent must interact with a range of contacts within Georgetown University and external CIED partners (foreign universities, government agencies, and members of the private sector and civil society). The Program Manager also deals with vendors and special events people for the special projects. They will prepare for a Georgetown University led Accelerator Workshop and provide support to Georgetown faculty and staff. Because of staffing transitions, it is essential to ensure that all tasks are completed in a timely and professional manner.Knowledge of the Middle East, flexibility, organization and clear communication are tantamount because complexity and attention to detail needed for this position cannot be underestimated.

Requirements and Qualifications
  • Bachelor's Degree
  • 4 years in project management experience preferred
  • Strong interest in international youth development, leadership, and civic engagement with strong attention to detail and exceptional organizational and time management skills
  • Ability to work independently as well as part of a team with a keen interest to enhance program process and output
  • Excellent communication skills, both verbal and written, culturally sensitive when communicating with various stakeholders
  • Strong English writing and editing skills for email communications, manuals, success stories, data analysis, and reports
  • Ability to perform complex and time sensitive administrative and logistical tasks, working with multiple service vendors, international travel from airline ticketing to U.S. Visa preparation, transportation, lodging, and meals logistics
  • Strong Microsoft Office Suite and Google Suite skills including Word, Excel, PowerPoint
  • Ability to manage various online sites and learning platforms to design and manage applications, surveys, as well as run analytics on responses from downloading, disaggregating, and analyzing; Must be comfortable with reviewing and synthesizing qualitative responses and data
  • Ability to follow established objectives, plan, direct, implement and manage support programmatic and logistical aspects of conferences and events
  • Excellent interpersonal and customer service skills, with the ability to interact and communicate in a positive manner with diverse stakeholders, explaining clear instructions, exhibiting patience, answering questions
  • Strong online virtual programming as well as in-person programming technical facilitation skills and support
  • Ability to occasionally work extra hours nights and weekends (may require minimal overnight travel), during the in-person opening program conferences in the DC area
  • Demonstrated effort to learn about established procedures and manuals, improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service


Preferred Requirements and Qualifications
  • Ability to communicate in Arabic a plus but not required
  • Experience with the MENA region a plus but not a requirement
  • Previous work with youth from the MENA region a plus, but not required
  • Ability to design and advertise social media branding and content for SLP (Facebook, Instagram, Twitter, Website)

Pay Range

The projected hourly pay range for this position which represents the full range of anticipated compensation is: $34.20 - $41.80. Compensation is determined by a number of factors including, but not limited to, the candidate's individual qualifications, experience, education, skills, and certifications, as well as the University's business needs and external factors.
